Agenda Section Meeting Date Prepared by Consent Se tember 15, 2008 Chris Leeseber ,Park Planner Item Description Reviewed by Resolution Supporting the Grant Application Made to the Bill Maertz, Parks & Recreation Minnesota Department of Natural Resources for the Federal Director Recreational Trail Grant Program Reviewed by Lori ohnson, Ci Administrator Action Requested Adopt resolution authorizing staff to accept the grant award made from the Minnesota Department of Natural Resources for the Federal Recreational Trail Grant Program Background/Discussion The initial request was to obtain grant money to pave the remaining 2.6 miles (north from County Road 33 to the northern boundary of the City) of unpaved trail of the Great Northern Trail. The estimated cost to pave the remaining portion of trail is $300,000. The City of Elk River has secured $160,000 in federal transportation funding under Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for User (SAFETEA-LU). This federal money is scheduled for 2011. Through this grant, the City asked fox an additional $70,000 in state funding from the Regional Trail Grant Program and was awarded it. That would reduce the local match for the project to $70,000. Financial Impact Although the City received the grant, this does not obligate the City to provide the $70,000 to complete the project if funds aren't available; however, the City would forfeit the $230,000 in grants if this occurs. Attachments ^ Location Map ^ Resolution Action Motion by Second by Vote Follow Up C:\Documents and Settings\jmiller\Local Settings\Tempoxary Internet Files\OLK3E\Request fox Action.doc RESOLUTION 08- A RESOLUTION OF THE CITY OF ELK RIVER A RESOLUTION AUTHORIZING STAFF TO ACCEPT THE MINNESOTA DNR REGIONAL TRAIL CONNECTIONS PROGRAM GRANT WHEREAS, the City of Elk River supports the grant application made to the Minnesota Department of Natural Resources for the Federal Recreational Trail Grant Program. The application is to construct approximately 2.6 miles of paved trail for the Great Northern Trail System. The trail system is located within Woodland Trails Park, and WHEREAS, the City of Elk River recognizes the fifty (50) percent match requirement for the Federal Recreational Trail grant program, and has secured the matching funds, and NOW, THEREFORE, BE IT RESOLVED the City of Elk River agrees to accept the grant award, and may enter into an agreement with the State of Minnesota for the above referenced project. The City of Elk River will comply with all applicable laws, environmental requirements and regulations as stated in the grant agreement, and BE IT FURTHER RESOLVED the City Council of the City of Elk River names the fiscal agent for the City of Elk River for this project as: Tim Simon Finance Director City of Elk River 13065 Orono Parkway Elk River, MN 55330 BE IT FURTHER RESOLVED the City of Elk River hereby assures the Great Northern Trail will be maintained for a period of no less than 20 years.
