Approve or deny a massage therapist license to Jennifer Firkus.
If Approved
Approval of the license should be contingent upon receiving proof the applicant has successfully
completed a minimum of 500 hours course work related to the theory and practice of massage.
If Denied
The denial should be based on findings. Following are some suggested findings:
Per Section 38-7 of the City Code
Applicant does not meet the standards for good moral character and is unable to serve the
public in a fair, honest, and open manner.

Applicant has been convicted or pled guilty within 3 years for crimes under MN Statute Chapter
609 or a crime involving moral turpitude.

The applicant's crimes relate to the type of license the applicant is pursuing.
Background/Discussion
Police Chief Beahen completed a background investigation on the applicant and is recommending denial
of her request for a massage therapist license. He will be at the meeting to explain his recommendation.
The applicant has signed off on forms allowing the release of her investigation report.
All application materials have been submitted with the exception of a copy of the diploma. If the
application is approved, it should be contingent upon receiving proof that the applicant has completed at
least 500 hours of course work related to the theory and practice of massage.
If denied, the applicant will be sent a letter outlining the Council's action and her right to appeal the
decision. This item would also come back to Council on the consent agenda with a formal resolution for
denial.
