Council approval of the attached neighborhood request for parking changes in the area of 191" and
Lowell.
Background/Discussion
The Fire Chief and I have been getting complaints from the residents who reside in the area of 19150 and
Lowell, east of the High School Athletic Fields. These fields are heavily used all summer and even heavier
in the fall. The parents and spectators who attend the football and soccer games often park on the
residential streets east of the fields, causing congestion and traffic concerns almost every evening.
The street measures 30' across and with cars parked on both sides of the street that leaves only 12-14' of
pass through space for emergency vehicles. That is not enough room for fire apparatus.
The neighbors who complained wanted us to post the streets no parking on one side of each block. I did
not agree to do so, instead I asked that the residents get a petition together or signatures showing that
there was agreement to having one side of each street posted. I wanted to prevent posting prohibiting
parking in front of a residence where the homeowner was not in agreement with the neighborhood plan
as it affects the residents as well.
The residents in the area were surveyed and they did come to an agreement. They are asking for the north
side of 191sT Avenue as well as the east side of Lowell Street to be posted "No Parking Anytime". They
also asked that there be no parking within 100' of all intersections on 190t`', 191sT, Lowell, and 190' Circle.
These are reasonable requests supported by the Fire Chief and me.
The residents also requested temporary no parking signs due to the public safety concern. We did place
62 temporary no-parking signs.
Financial Impact
There will be 62 signs needed, with posts and signs, the cost will be approximately $1,600 which could
come from Council Contingency funds.

Dear Sirs;
We are writing to address the parking problems taking place in the School View Addition due to the use of the
neighboring athletic fields.
Because of the parking problems, emergency service providers cannot get though the intersections. Traffic jams are
also a problem due to parents delivering and picking up children from both directions. Both the police and fire
departments have received complaints and have both acknowledged that this problem needs to be resolved.
This problem has been ongoing for l 5 years. We all feel that the fields should be used to their highest capacity to take
advantage of the tax dollars spent to maintain them. However, residents have the right to accessible fire, ambulance
and police services, and access to their personal property that are at risk as a result of the participants, parents, referees
and school buses that block access to the streets.
We are presenting this signed petition in hope of getting the non-resident parking and traffic from the field activities
stopped.
The following proposal is from the residents that occupy 23 of 25 homes west of l 91 s` Avenue and l90"'Avenue
intersection, including those homes from Lowell Street and 190`x' Circle. We are requesting immediate changes
including temporary no parking signs until permanent signs can be installed. These changes will allow complete
and controlled access-for all-residents and emergency services.
The petition gave residents five options. The overwhelming request was:
1. No Parking signs installed to restrict parking within a minimum of 100 feet from all directions of the
intersection at 190"' Avenue & 1913` Avenue, 191st Avenue & Lowell Street and Lowell Street & 190`"
Circle:
2. Parking needs to be restricted to the north side of the l9ls` Avenue; with a minimum of 100 feet from the
190' and 191 st Avenue intersection and also, the 19l s` Avenue and Lowell Street intersection. Present no
parking signs from Lowell Street to the end of 191st Avenue remains intact in both directions. Parking also
restricted to the west side of Lowell Street.
3. increased police coverage and visibility. increased police presence during four to nine pm week days and
all day Saturday and Sunday. Violators should be ticketed accordingly to the no parking sign laws.
4. Authorities scheduling activities for the field at the end of 191x` Avenue should be required to instruct
all drivers to park in the provided district parking lots. All participants should be provided with a
diagram of the facility and directions to the parking lots.
5. All visiting participant busses, fans, referees, and umpires must park in designated district lots.
Visiting teams and fans must be provided with directions to appropriate parking areas available.
