Park Information
The Elk River Jaycees have come forward with a proposal to construct a park
shelter in Orono Park. The Park and Recreation Commission members were
very positive about the concept and suggested that staff bring back a
recommendation for the location within the park. The Jaycees will be
bringing a more detailed plan back to the Park and Recreation Commission
for their approval at a future meeting. The final plan will be presented to the
City Council for their approval sometime this spring.
The Commission tabled the Cass Property development plans due to the lack
of input from youth groups. It is anticipated that the Commission will revisit
this issue in April. The development plans and funding will be good
discussion items for the joint City Council]Park and Recreation meeting in
May.
The 1996 Park Improvement list for $12,600 was approved with the
suggested funding source of park dedication funds. The 1996 Trail
Improvement list was modified by adding $5,000 to move a power pole on the
Meadowvale Heights Trail and subtracting the Oak Knoll Park Trail with
funds to come from the park trail reserve. The Commission will reconsider
the trail improvements in April.

Mike Nizeolek spoke to the Commission regarding the use of hiking trails in
general and the County Road I and Railroad Trail Crossing in particular.
After much discussion, the Park and Recreation Commission went on record
in support of a pedestrian bridge or tunnel for that crossing.
Harold Gramstad of the Elk River Lion's Club discussed plans for 1996 in
Lion's Park. The Lion's Club would like to install the playground equipment
that they purchased in 1995 and put bituminous paving on some of the
hiking trails and the hockey rink for summer rollerbladers.
The Commission suggested that the city install two (2) culverts to drain the
waterways to the lake, re-seed the disturbed area, serve as contract manager
for the proposed bituminous project, and encourage the Lion's Club to pave
all of the trails instead of the hockey rink if their funds permit.
