February I 0, 2003 SUBJECT: Consider Chief of Police Promotion *Item 3.4.* On January 13, 2003, the City Council reached a consensus to appoint Jeff Beahen as Chief of Police upon the retirement of current Chief of Police Tom Zerwas. Jeff and I have discussed and reached agreement on the terms and conditions of his promotion to Chief of Police per the attached memo. Recommendation It is recommended that the City Council formerly approve a motion promoting Jeff Beahen to Chief of Police effective May 1, 2003 and accept the terms and conditions of this promotion per the attached letter. MEMORANDUM TO: Jeff Beahen, Assistant Chief of Police FROM: Pat Klaers, City Administrator DATE: February 3, 2003 SUBJECT: Terms for Promotion First, I would like to congratulate you on the support you have from the City Council for your promotion to the Chief of Police position. It was a strong and clear City Council consensus that you assume the Police Chief position upon the retirement of Tom Zerwas at the end of April 2003. This support from the City Council was expressed at the January 13, 2003 meeting and at this meeting I was directed to reach agreement with you on the terms for your promotion. With any newly hired employee or with any promotion within the city there is a required orientation period. The orientation period can be as short as three months or as long as one year depending on the position and individual involved. For your promotion to the Chief of Police position, I believe that a six month orientation period is appropriate. This will be sufficient time for everyone to evaluate how things are going and if there are any problems that we are experiencing with your transition to Chief of Police. Regarding the general terms and conditions of employment with the city, there are essentially no changes from your current status. In this regard you will continue to receive the same insurance, vacation time, sick leave, etc., as all regular full time employees. However, there is one rather unusual condition for your promotion to Chief of Police. This condition is that you obtain a four year college degree within your six month orientation period. In the mid 1990's the job qualifications for the Chief of Pohce position changed and a four year college degree became one of the minimum qualifications. I understand that you are very near to completing your college coursework for your degree so it is not anticipated that this requirement will be a problem. However, obtaining this degree is very important so that you meet the minimum qual_ificadons for the position. If this condition of your promotion is not met by the end of October 2003, then we will have to evaluate our options. These options could range from providing you another six month orientation period to complete this requirement to demotion and advertising for the Chief of Police position. S/Admin/ Pat/ BeahenPromo Regarding other more typical terms and conditions of your promotion, I would like to indicate the following: Woge$ I am recommending that you be placed at Step 4 of the Chief of Police pay range, wh/ch is Pay Grade 11E. Assuming there are no legislative restrictions, you will receive any Council approved cost of living increase on January 1, 2004, and provided that your performance has been satisfactory you will move to the top of your pay grade on July 1, 2004. Vehicle You will be provided with a city issued police vehicle. Uniforms You will receive the same amount of uniform allowance as the sergeants. Per our recent conversation, this allowance is to be used for your police uniform and equipment. I believe that the above issues are all of the items that need to be noted as it relates to the terms/conditions of your promotion. I am very pleased with the decision of the City Council to promote you to the Chef of Police position. I look forward to working with you for the betterment of the department and the city.
