BOSTON STREET AND CONCORD STREET IMPROVEMENTS
PUBLIC HEARING
Dear Council Members:
The public hearing for the Boston Street and Concord Street Sanitary Sewer and Water
Improvements project is scheduled for the February 10, 2003, City Council meeting. Please bring
along your green covered Feasibility Study. I will be prepared at the public hearing to make a brief
presentation of the Feasibility Study discussing the proposed improvements. I will include in my
presentation a discussion of the costs of the sanitary sewer and water improvements, together with
other associated costs involved with a homeowner actually hooking up to the system. These would
include the Sewer Availability Charge, Water Availability Charge, the extension of the sewer and
water services to the home, and monthly user charges. At the close of my presentation, I will be
ready to answer questions from the City Council and/or public in attendance.
After the public hearing, if the City Council desires that the project move forward, the attached
resolution should be considered for adoption. This resolution orders the improvement and the
preparation of plans and specifications for the project.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ORDER THE IMPROVEMENT AND
PREPARATION OF PLANS AND SPECIFICATIONS IN
THE MATTER OF THE BOSTON STREET AND CONCORD STREET
IMPROVEMENT OF 2003
WHEREAS
a public hearing relating to the Boston Street and Concord Street Improvement of
2003 was held before the Elk River City Council after ten days mailed notice and
two weeks published notice of the hearing was given; and
WHEREAS
the City Council has duly considered the Feasibility Report and those matters
presented at the public hearing by those persons desiring to be heard on the
matter;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
The Boston Street and Concord Street Improvement of 2003 is hereby ordered as
recommended in the Feasibility Report dated January 6, 2003.
Howard R. Green Company is hereby designated as Project Engineer for this
improvement. The Project Engineer is directed to prepare plans and specifications for
the making of the improvement and the solicitation of competitive bids.
