INFORMATION #1 02-10-2003City TO: FROM: DATE: SUBJECT: MEMORANDUM Pat Klaers Phil Hals, Street/Park Superintendent January 30, 2003 Temporary Building Maintenance I believe that it is very important to have at least one person on staff to be on hand when the geo-thermal heating system is installed in the public safety building and while the HVAC system in city hall is remodeled. The information and experience that a person or people will gain from the installation exposure will be valuable for future system maintenance and repair. My recommendation is to give Gary Lore, Street Depadment, Maintenance I, the temporary work assignment of city building maintenance. Gary has the aptitude, an excellent work ethic and a strong personal interest for this reassignment. I would prefer to invest in some training classes for a quality worker, rather than run the risk of finding a person with experience with an HVAC system that is exactly the same as ours. The first advantage this proposal offers is that we can use Gary as a part time building maintenance person and part time Maintenance I worker, delaying the need to hire another person for 7 months or more. Second, if we feel that Gary is not a good fit for this job or Gary decides that it is not for him, he can readily be relocated back into the Street/Park Department. Third, we may be able to use Gary as an emergency snowplow driver even if he is full time building maintenance. Fourth, cross- training a backup person from the Street/Park Department would be easier from within. Finally, if this temporary assignment works out to everyone's satisfaction, it will be a smooth transition for Gary to become a full time building maintenance technician under the supervision of the Street/Park Department. January 30, 2003 - conf'd Temporary Building Maintenance Other changes in the building maintenance and building cleaning are: 1. Ordedng all cleaning supplies and paper products for all city buildings from one vendor. 2. Distributing supplies from one warehouse site to each individual building. 3. Gary will be responsible for supplying each building with cleaning chemical and paper supplies. 4. Continue contract cleaners at city hall, the library and Lions Center for the near future and expand contract cleaning into the public safety building when it is completed. 5. Let our present full time cleaner continue to clean at the WWTP, fire hall and public works garage with his remaining available time assigned to park and street labor duties. Until such time that we have a full time building maintenance person, I will remain the contact for the contract cleaners and coordinate all building maintenance activities.
