The February 12, 2003 Park and Recreation Commission agenda included a neighborhood
meeting with the Hillside Estates residents, review and recommendation of the 2003 CIP
expenditures, and review of park development plans for Meadowvale Heights, Baldwin,
Grace, and Woodland Trails Parks. The Corrumssion also recommended names for recently
or soon to be acquired parks.
Neighborhood Meeting with Hillside Estates Residents
Per the Council's direction at the January 22, 2003 City Council meeting, the Park and
Recreation Corrumssion conducted a neighborhood meeting with residents in Hillside
Estates regarding the development of Highlands East Park (formerly Hillside 5th). As in
1998, the neighbors adjacent to the north line of the park were opposed to any development
other than trails, both paved and chip. They cited the size and location of the pond and the
presence of wildlife as reasons to oppose the proposed playground and basketball court.
They also did not want to be supervising other people's children. They were not however,
opposed to park facilities in their neighborhood. They preferred that they be located in
Highlands West Park, or closer to Auburn Street where the local police can monitor them;
they were concerned about illegal activities occurring due to the secluded location of the
proposed facilities.
It was the consensus of the Commission and those present that a small group of residents,
along with staff and members of the Corrumssion should to work together to come up with

an overall park master plan for HigWands East and West so that they may work in concert
with each other. Staff will assemble existing information regarding both parks and work
with the developer to have the westerly park staked so that a site visit can occur with
residents that are willing to work on this project. Staff will organize a meeting of residents
and Commission members sometime in April, with a concept plan to be developed and
submitted for review by the Commission in May. The Commission did, however, earmark
monies for park development purposes in this area for 2003.
Proposed 2003 Capital Improvements Expenditures
Staff and the Commission have identified the attached expenditures for the 2003 CIP
budget. The Council should note that the expenses identified as part of the CIP budget are
not affected by the general fund impacts due to the State deficit. The Park Dedication Fund
is statutorily restricted and can only be used for park development purposes.
The total proposed expenditures for 2003 are $200,070. There may be an opportunity to
reduce this overall expenditure if the Lions organization were to provide a donation to the
skate park concrete and if in-house staff can be used to complete the interior finish work for
the Trott Brook Barn. The estimated revenues for 2003 were projected to be $350,000.
Staff and the Commission feel that this amount can be reached: Elk River Station will be
filing their final plat and Riverside Development is proposing to submit the final plat for
Hillside 8th Addition, and is interested in prepaying park dedication in addition to deeding
the land for HigWands West Park. This will help offset the proposed line item of $50,000
for park development costs for the HigWands East/West neighborhood.

Names for Unnamed Parks
The City has or will be adding eight more parks to the park system. In order to create
working files and to update the park and trail map, staff identified possible names for these
parks. The Commission voted unanimously to recommend the following names to the City
Council:

Park 37: Located in the Windsor Park 3rd subdivision:

Park 35: Land recently acquired from Grace Assembly of God Church:
o Royal Valley Park
Park 38: Located in the Eagles Marsh and Park Pointe subdivisions adjacent to Kliever's
Marsh:
o Kliever Marsh Park

Unfortunately I am unable to attend the public meeting tonight.
I just wanted to state my opinion for the record (again) that I am very much in favor of the city to
move forward and construct a park in the Hillside Estates area. It is long overdue. And if there is any
opposition in the matter I hope the city will take into consideration what the majority opinion is from
the entire neighborhood. Thanks.

I. I support a park at the proposed site.
The highland neighborhood has seen a large amount of growth over the last 5-10 years. A
large part of this growth has been young families with children. The closest park to our
neighborhood is about one mile away. And, this park is small by any measure with few
amenities.
2. I encourage the development of a "Tot Lot" for small children with swings and things. Also,
I would like to see recreational opportunities for larger kids such as the basketball court
which is proposed. With a little repositioning of the basketball court, there appears to be
enough room to add a tennis court in the same area. I would also like to see this added to the
plan.
The closest ball field to our neighborhood is across State Highway 169 at the schools.
There is a need in our neighborhood to provide people access to facilities which allow room
to run. Ideally, a baseball field would be placed in this park, however, it does not appear
that the geographic surroundings would allow such a structure.
3. The landscaping appear very nice. It should provide a nice buffer between the adjacent
houses and the park. All houses on the concept plan appear to be buttressed by either
shrubs, trees or water.
In conclusion:
This park is important to this neighborhood. It is wanted and needed. The east side of Elk River needs
to have greater priority placed on park development which includes ball fields and useable land.
I respectfully ask that you review and incorporate my comments into the proposed plan as it
progresses forward.

After watching the meeting from home and hearing some of the concerns from those who seem to
oppose the park development, I have some additional comments:
I don't think making the trails of wood chips would be appropriate. There's already a blacktop trail
behind the homes on Wilson. That trail should connect to the future parks. How are bikes,
rollerbladers, and strollers able to make their way along wood chips? They can't. The wood chip idea
is clearly a way to reduce traffic along the trails.
Regarding the concept that you can't see the park from the road... Great! When I'm at a park I don't
like to be reminded of traffic. Part of the city's job is to monitor the park anyway. Again this is
another lame reason from someone who doesn't want the park near his home.
I do have a suggestion: Put in a tennis court in addition to, or in place of the basketball court. Just
about every home now days has their own basketball hoop, most kids can get by just playing in their
own driveway. But tennis is different - you need a court to play. Plus the people attracted to a tennis
court are generally young and old, unlike a basketball court, which would mostly be a teen hangout,
which could lead to more unwanted activity, just an idea. To respect those living behind or near the
park, the tennis courts would not have lights to play at night, although that would be cool.
Please keep me informed of any new meetings regarding this park. Thanks.
