RE: WASTEWATER TREATMENT PLANT BUILDING REPAINTING
Dear Council Members:
We have investigated the paint system proposed by Rainbow, Inc., the low bidder of the
above referenced project. The Tri-Sheen products the Contractor proposed with their
June 14th resubmittal, have similar ingredients as the Thoro products we specified. Both
products have similar characteristics and the same waterprooFmg capability. With
Tri-Sheen products, staining can be omitted.
avR ENGwEERING In discussion with the wastewater treatment plant superintendent, Mr. Darrell Mack, we
ENVIRONMENTAL feel that the Contractor's proposed paint system is acceptable. Although, the Contractor
MuNloPm made a legitimate mistake in their original bid, their resubmittal of $20,350 is still
PLANNING substantially lower than the second low bid, which was $27,231 without staining, and
LID WASTE $31,764 with staining. In comparison with the Contractor's original bid price, the
RuauRAl resubmittal is only $740 higher than the original bid price of $19,610 with staining.

Dear Ms. Hainecke:
On June 2, 1995, I sent a letter to Mr. Pat Klaers recommending the City award the
referenced project to Rainbow, Inc. This recommendation has been included in the agenda
for the June 19th Council meeting. Rainbow, Inc., however, has advised us in a letter
dated June 14, 1995 (attached) that they have misinterpreted the bidding documents and
CIVILENGINEERING underestimated the project cost. Due to the significant cost difference from their original
ENNRONMENTAL bid price, Rainbow, Inc., requested to withdraw their original bid. In addition, the
MUNICIPAL Contractor resubmitted a bid based on a different paint system which, aS they suggested,
PIANNING could accomplish the same purpose aS the paint system we specified. The revised bid price
D WASTE of their paint system is $20, 350 (compared to their original bid prices of $12,210 without
UO1~` staining and $19,610 with staining). The paint system suggested by the Contractor needs

The proper breathability (or perm
factor) of a concrete coating is an
essential performance factor that
must be incorporated in the formu-
lation process thru the careful se-
lection of polymers and resins.
The ability of a coating to prop-
erly breath allows any trapped
moisture vapors to pass through
the film successfully, without loos-
ening or pealing any of the coating
from the substrate.

5. APPLICATION PROCEDURES
AND INSTRUCTIONS
Preparation:
Remove all loose and or crum-
bled laitance and dust from the
Surtace. Powerwashing advisable.
Grease, oil and any form release
agents should be removed with
TK-101 chemical Leaner or other
suitable cleaner. Do not leave pool-
ing or pockets of water on the sur-
face. If the surface needs repair,
TK Concrete Patch is recommend-
ed, allow to fully cure (48-72 hrs.).
If other patching materials are to
be used consult the manufactures
application instructions for cure and
recoat times.
Application:
TRI-SHEEN ACRYLIC may be
applied by spray, roller or brush
methods. Slight dampening of the
surface may be required if applied
during hot or windy conditions.
TRI-SHEEN ACRYLIC is pack-
aged ready to use, no thinning is
required. DO NOT THIN.
TRI-SHEEN ACRYLIC should be
applied only when ambient air tem-
perature has been 45 degrees F.
or above for a period of no shorter
than 48 hcurs prior to application.
Avoid application when the chance
of mist, rain or temperatures below
45 degrees F, could result within a
48 hour period.

TRI-SHEEN CONCRETE SUR-
FACER is a non-cementitious
protective texture coating designed
for all above grade vertical
surfaces. TRI-SHEEN CONCRETE
SURFACER can be used either for
exterior or interior applications on
the following substrates: poured or
precast concrete, block, brick,
stone or stucco. Any properly
prepared above grade vertical
cementitious type surface.
TRI-SHEEN CONCRETE
SURFACER is an excellent
alternative to multiple component
dry plaster mixed products. Being
a one-component ready mixed
texture coating, eliminates the
possibility of on site mixing and
measuring errors, resulting in an
uneven textured appearance and
possible film failure.
TRI-SHEEN CONCRETE
SURFACER is blended using high
performance 100% acrylic copoty-
mers and advanced adhesion
monomers, The grade of texture is
achieved using various sizes of
siliceous volcanic rock, silicas, and
siliceous powders. All of which are
suspended in an aquas dispersion.

technology, TRI-SHEEN

patching or repairs should also be
fully cured (see manufacturers'
instructions).

plied to structurally sound, proper-
ly prepared surfaces, for technical
assistance contact your nearest
TK/SIERRA distributor.
Application:
TRI-SHEEN CONCRETE
SURFACER may be applied by
spray; brush or roller. A slight
dampening of the surface may be
required if hot or windy conditions
persist. It is important that a wet
edge or open film be maintained.
This practice will eliminate uneven
application and allow the film to
property coalesce. When appying
by roller a one inch nap cover is
suggested. With a fully saturated
roller, apply in one direction only,
either vertical or horizontal. Work
new material back into previous
areas. and out again achieving a
uniform rate of application Never .
start or ;stop in the middle of a
plain, work from edge to edge,
back rolling if necessary. DO NOT
EXCEED THE MAXIMUM OF 100
SFPG.

When applying by spray,.. a
hopper type texture gun may be
used. On larger scale jobs anon-
pulsating positive displacement
pump with a minimum 1" material
line should be used. Tip size will
be determined by the output of the
chosen pump.
TRI-SHEEN CONCRETE
SURFACER is packaged ready to
use. Stir well or agitate before
using. Any thinning to be done,
should not exceed one pint of clear
potable water per gallon. Thinning
should .only be considered to
facilitate ease of application due to
various types of equipment or
weather conditions. Never thin for
the purpose of extending the
material.
TRI-SHEEN CONCRETE
SURFACER should be applied only
when the ambient air temperature
has been 45 F. or above for a
period of no shorter than 48 hours
prior to application. Avoid
application when the chance of
mist, rain or temperatures below 45
F. could result sooner than 48
hours after application. DO NOT

SURFACER to frost filled block or
any frozen surfaces.

RE: WASTEWATER TREATMENT PLANT BUILDING REPAINTING
Dear Mr. Klaers:
We have been working with the wastewater treatment facility operator to improve the
CIVIL ENGINEERING exterior coatings on the buildings at the treatment facility. The coatings were applied to
ENVIRONMENTAL three buildings during the 1978 plant expansion and, over the years, the coatings have
MuwaPU deteriorated to a point that is threatening the integrity of the masonry structures. In order

TRAFFIC quotes as of the deadline, May 31, 1995. Their quotes are summarized as follows.

Rainbow, Inc., is the low bidder. We have had some previous experience with this
contractor on a water tower refurbishing project. The work they performed was
satisfactory. Based on our experience and the quotes received, we recommend the City
awazd the project to Rainbow, Inc., at the next Council meeting. The specifications require
oFFlces w: completion of the work within 90 days following the notice-to-proceed.
