RE: TRUNK HIGHWAY 10/70PLIN STREET INTERSECTION IMPROVEMENTS
Dear Mr. Klaers:
As you recall from our spring tour with MnDOT, they indicated that they would have
funding available in fiscal year 1996 (starting July 1, 1995) for the improvement of the
awL ENC~NEERING intersection of TH 10 and Joplin Street. This includes signalization of the intersection and
ENwRONMENrAL the connection of the frontage road through the Guardian Angels and the Hartman property
n+uNiaRAL on the north side. The portion of Joplin south of this intersection is included in the
"`^""'NO Bazbarossa project by change order. There will also be some minor modification to the
~uownsTE highway turn lanes.

suevEnN~ Since the spring tour with MnDOT, we have been working with the District Traffic
TRAEFic Engineer to fum up a cost estimate and a splitting of these costs between the City and the
TRnNSroRTAno" State. At this point in time, we believe that the total project cost will be approximately
ELECTRicnun+EaANicu $200,000 with approximately $110,000 to $115,000 funded by MnDOT. The remaining
ENGINEERING: $85,000 to $90,000 would be a City expense. These estimates aze based on percentage of
aunt participation; therefore, the actual cost split would be determined on actual bid quantities

The process this project should go through would be to undertake the preparation of plans
and specifications yet this year and be prepazed to bid the project late in the fall of 1995.
This will give us an opportunity to pre-order signal equipment or have the City purchase
it and have it available once construction begins in the spring of 1996. By having funding
available in fiscal year 1996, we are obligated to have a contract awarded by June 30,
1996. This schedule would give us ample opportunity to meet those expectations and to
have an operating signal at that intersection during the summer of 1996. I have attached
a draft resolution for the City Council's consideration which authorizes work to begin on
the preparation of plans and specifications for these improvements.

• A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ORDERING THE IMPROVEMENT AND
PREPARATION OF PLANS AND SPECIFICATIONS IN
THE MATTER OF THE TH 10/JOPLIN INTERSECTION
IMPROVEMENT OF 1995
WHEREAS, the City has determined the intersection of TH 10 and Joplin Avenue should be the
main easterly entrance to the western area of the City; and
WHEREAS, the traffic projections indicate the intersection will require signalization, and
WHEREAS, MnDOT has programmed cooperative agreement funds for this improvement
project in FY 1996;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ells River,
Minnesota:
1. The TH 10/Joplin Intersection improvement is hereby ordered.
• 2. MSA, Consulting Engineers is hereby designated as Project Engineer for this
improvement. The Project Engineer is directed to prepaze plans and specifications for the
making of the improvement and the solicitation of competitive bids.

RE: Construction of Elk Hills Drive
and Dodge Avenue
Dear Terry:
This memo will confirm our discussions of earlier today as follows:
1) As I stated in our meeting, we do not agree with the latest
design of the intersection whereby Elk Hills Drive, a
residential street, is aligned into the main commercial
intersection. Our desire would be to see either Elk Hills
. Drive offset onto Dodge Street or to have Elk Hills Drive
terminated by way of a cul-de-sac.
2) If the intersection is to be constructed pursuant to the latest
plans, we would prefer that of the three configurations which
you shared with me today, the plan which shows Dodge Avenue
in the middle location as to east and west would be as
appropriate as any.
3) Should this intersection be constructed, our position will
be as follows:
A) No properties south of Elk Hills Drive will be assessed.
B) We will ask for no monetary compensation for any necessary
roadway easements, provided the disturbed areas and back-
. slopes are sodded.
C) A monetary arrangement will need to be reached with Mr.
David Decker who is the sole owner of the property on
which the existing sign will need to be relocated. I will
personally handle these negotiations for Mr. Decker.
