The Council will be making board and commission appointments this evening.
As the Council is aware there are two applicants applying who are not Elk River
residents. The Council recently amended the ordinance to accommodate this issue for the
Park and Recreation Commission, the Ice Arena Commission and the Heritage
Preservation Commission. The language that was included in the ordinance amendments
is as follows:
"It is expected that a preference be given to Eli; River residents, but residencF b}2 itself
shall not be a disqualification."

Volunteer Commissions
Elk River Park and Recreation Commission 1987-2002
My years on the Commission have.seen a lot of changes in its role within city
government. One of our earlier major projects was having a contest that resulted in the
naming of Woodland Trails Park. Since then we have come a long way to currently
being a very strong, well-balanced group that plays an important role in recreation
activities and in the identification, protection and development of parks in the City of Elk
P~iver.
I am most proud of the following accomplishments during my tenure:
Acquisition of the abandoned Burlington Northern Railroad (currently known as
the Great Northern Trail) within the city.
Dedication of 50 acr~"i3f property from a local gravel mining company, which is
currently part of Top-of-the-World Park and adjacent tO the Great Northern Trail.
Acquisition of 30 acres of wooded, terminal moraine adjacent to the above 50
acres. ~
Saving 10 acres of mature white oak trees, south of the fair grounds, from
development.
Sherburne County Park Commission 1992-2002
l~elped found the Sherburne County Park Commission in 1992 and served as its
chairman for seven years. The most important accomplishments while on the
Commission include:
Starting the process to re-acquire the abandoned Burlington Northern Railroad from Elk
River to Princeton. This land was lost to private ownership because the county did not
want to purchase it at the same time that the city was able to acquire their portion.
Realistically the county will only be able to get about 75% of the grade back;
furthermore, it will take decades and will cost between 50 and 100 times mote than it
would have if it had been purchased when it was first available.
Approval of a modest park plan in 1997.
Establishment of a park dedication fee.
Help to convince the county to accept virtually free land from the Cox family in
Becker.
Acquisition of the Grams property in Zimmerman.
Though we have had modest success in Sherbume County regarding parks and
open space, we failed, for the most part, to convince county government of the
importance of preserving significant amounts of land today for those uses.
Community Service
Developed Orono Softball Complex 1985-2002
Designed, coordinated construction and arranged donated labor and materials and secured
funds for:
Shelter building
Concessions Building
Concessions building equipment, ice machine, gas grill, popcorn popper, nacho
machine and miscellaneous frying pans and coffee pots.
Outfield lighting including underground wiring, poles, lights and control panel,
electronic scoreboards and controls
Maintenance building-and storage shed and tournament H.Q
Children's sheltered play area
Redesigned infields for proper drainage
Repositioned infields to increase the distance from home plate to the outfield
fence and reinstalled base pegs and pitching rubbers
Created 15" agg lime buffer outside outfield fence to reduce maintenance
Planted red pine screening south of complex
Backstop net installation
PA system
Drinking fountain
Eagle Projects for ticket booth and grilling shed
The above improvements were paid for by donations, the Boy Scouts and Adult
Softball and $3000 from the City of Elk River. The approximate value is $250,000.
Managed Orono Softball Complex 1985- 2001
In addition to developing the complex, I managed the maintenance of all of the items on
the previous page plus the following:
Coordinated infield maintenance, including hiring maintenance workers, setting standards
for infield maintenance, developed outfield line painting system that was used until 1997,
warning track and complex weed control, building staining, annual infield overhaul, and
fence tying.
Tournament Scheduling
1985 - 2002
I scheduled up to ten tournaments each year; these events are hosted by various local
youth groups as fundraisers to help support their programs and bring in hundreds of
thousands of dollars into the'Elk River area economy each year, which is also good for
the community.
Managed Orono Complex Concessions 1987-2001
The current concessions business started as a fund raiser for Boy Scout Troop 99. Troop
members were instrumental in the construction and development of the concessions
business. I have managed it ever since. It has been used by several Boy Scout troops,
various youth groups, and Elk River Softball. As mentioned above, it was also used by
youth groups for fund raising during tournaments. Management included ordering
inventory, purchasing equipment, working with vendor contracts, locating and training
groups to run the concessions four to six days per week from approximately May 1~t until
October 15th,as well as selecting and training groups to run fund raising tournaments.

identifying potential projects and acting as recourse
for those projects and assisting in the work on those
projects. To date I have worked with 10 Eagle candidates.
6 have earned their Eagle Rank, another project is complete and
under review, 2 more are currently in progress and the
l0th wimped out because his project was too hard.

Native Prairie Restoration
My latest passion is the restoration and reconstruction of micro native plant
communities throughout the city. As mentioned in the section on Woodland
Trails, I have been working on small native prairies since the mid 90's.
Currently, these projects have become a major focus for my volunteer
efforts. In addition to the projects at Woodlands, I am currently working on
sites at Oak Savannah Park, south of the fair grounds; the welcome to Elk
River sign'site along Highway 10 near Orono Park; Oak Knoll Park; the
Great Northern Trail near Meadowvale School; Camp Cozy Park; and the
east entrance to Elk River sign site.
Restoration of the sites includes site preparation, seeding by using a drill that
we borrow from the State,Highway Department, hand planting, mowing to
control weeds dm-lng the first growing season, watering to improve plant
germ/nation and survival during the first growing season, and hand gathering
of seeds to keep the project costs down.
Each spring and fall, I organize volunteers to help burn several of these sites
on a rotating basis as a management tool to control cool season grasses, non-
native plants and woody vegetation. These bums are coordinated with the
Elk River Fire Department and DNR for safety. The Elk River Fire
Department also uses these burns as a practice exercise for their volunteers
and equipment.
The goal of these projects is to provide the community with low
maintanence areas with high aesthetic qualities that will last and improve for
generations.
Woodland Trails Park
My volunteer work in Woodland Trails Park started in 1989 with the clearing of trees and
brush for a small cross-country ski trail system in the park. We used my Ford tractor and
brush mower to clear and maintain the trails. The next year I disced and seeded the trails.
Other major Woodlands projects have included:
After the trails were paved in the park, I organized crews of volunteers offand on for
most of a summer to place dirt along the trail edges and seed them. This was a major
undertaking that involved hundreds of volunteer hours, but the result was fantastic.
For the last seven years I have been active in native vegetation improvements in the park.
We have currently restored or reconstructed six sites within the park totaling about
.t. wenty0 acres. These projects include site preparation, seeding, two or three mowings
during the first year after seeding, watering to promote germination and to prevent loss of
young plants, and hand weed removal. Each spring I lead volunteer Crews who conduct
prairie bums on portions of these areas to help maintain them. Each fall we hand collect
seed to use in other restoration projects in and out of the park.
The last two springs I have planted and maintained 250 trees and shrubs in the park in an
effort to screen the new development at the golf course from the park. Other projects
include annual trail mowing for summer events, park and trails signing, and fencing to
control unauthorized access.
Cross Country Ski Trails 1989 - 2002
Since starting cross country ski trails in Woodland Trails Park in 1989, I have led
volunteer crews that have built and maintained 15kin of trails in Woodland Trials Park,
the Great Northern Railroad Trail, Top-of-the-World Park, the Elk River Country Club
and adjoining private land.
Each spring from 1989 to 1999 we would work 6 to 8 weekends clearing a new segment
of trail. This work included cutting and removing trees (we estimate somewhere between
3000 and 4000 trees of varying sizes in those 10 years), brush mowing, stump cutting,
stump removal and final brush mowing.
Each fall I mow portions of the trails to prepare them for the season and coordinate
volunteers that remove downed trees, branches and trail edge brush, as well as dig newly
exposed rocks and fill in the holes with soil.
Since 1998 we have been leveling and reseeding sections of the previously built trail to
improve them for Iow snow skiing conditions. All of the current trails should be leveled
and reseeded by 2008.
Each winter since 1995 I have coordinated a volunteer crew that grooms the trails for
cross country skiing. This effort includes making most of our own grooming equipment,
and until this year it included snowmobile maintenance.
Because of our proximity to the metro area, and because of the quality of our trails and
grooming, our ski trail .system is rapidly gaining a reputation/~s being one of the best in
the area. A local poll ranked our trail system fourth in the Minnesota/Wisconsin area
this past season. This ranking was above all of the metro ski areas, including the
Hennepin County Parks.
One of the Eagle projects that I helped with was the preparation of the trail map and trail
signage.
In addition, I coordinate the placement of trail maps at most trail intersections each spring
and fall and the installation of barricades to reduce non-approved trails uses.
- Elk River Biathlon Range
Starting in 1993, I organized a group of volunteers who worked with Minnesota Biathlon
and the USBA to build what at the time was one of only two Biathlon ranges in
Minnesota. Since then we have continued to make annual improvements to range. A
considerable volunteer effort was put into tree removal, site preparation, designing and
construction of environmentally friendly "lead catching" target boxes, target installation,
trail building, mowing and landscaping.
I was very proud to see our local athletes competing for spots on the last two Olympic
Biathlon Teams. Although only two have made the team, many more were very close
and are among the elite biathletes in the nation.

STATEMENT OF QUALIFICATION/INTEREST
My name is Ron Touchette; I live in Elk River, MN, District 16. I have been married for 20
years and have two sons ages 18 and 14, I do not hold any elected office.
My background encompasses the automotive repair, building trades, and travel industr/es. I
hold a Real Estate Sales Persons License from the State of MN with Premier Real Estate
Team, LLC. I would consider myself a small business entrepreneur and have either started
or purchased numerous small businesses most notably in the retail auto repair industry. In
May of 2002 I sold my interest in four SPARKS Computerized Car Care centers in the Twin
Cities after owning and operating them since November of 1993. I subsequently obtained
my real estate license and began providing business management, mediation and debt
management expertise and services to small business owners in the Automotive and Building
Trades on an as needed basis. I also provide mentoring services to start up and/or struggling
entrepreneurs on a volunteer basis.
My interest in appointment to a Commission stems from my perception that Elk River is
struggling, as are many other communities, to make ends meet while still providing the high
quality services and retaining the small town sense of community and values that we all
enjoy and have come to expect. While it would be very easy to sit back and let "others"
figure out how, when, and where Elk River is going to move and grow into the future I
believe that the public has a duty to participate in government before they should exercise the
right to speak out about unpopular governmental decisions whatever they may be. We all
have a duty to determine whether the decisions made by our government reflect not only the
will of the community but also the good of the Community as a whole even thouo~h it may be
unpopular for some. The future comes whether we want it to or not, change is a daily
occun'ence and everyone must realize that it takes dedicated good citizens working together
as a team, taking personal responsibility for the outcome to better prepare our comer of the
world for our children.
I have considered the commitment and dedication required for service on a commission and I
am very confident of my ability to provide exceptional leadership for my community should
