MEMORANDUM Ve~+ TO: Mayor and City Council 11 FROM: Gary Schmitz, Planning Assistant DATE: June 19, 1995 SUBJECT: Administrative Subdivision Request by Gerald Sneft, Public Hearing Case No. AS 95-05 Reauest Gerald Sneft is requesting an administrative subdivision to divide a 28.67 acre parcel into a 10.4 acre parcel (parcel A), and a 18.27 acre parcel (parcel B). Both parcels will have access to a city street. Location The north side of County Road 21, near the County Road 21/County Road 13, • intersection. Part of the southeast quarter of the southeast quarter of Section 1, Township 33, Range 26, Sherburne County. Zonine/Land Use Al (Agricultural Conservation) / A (Agricultural). Attachments Location map, zoning map, site plan. Background The property is zoned Al, which requires a minimum lot size of 10 acres with 300 feet of frontage. Mr. Sneft is proposing to create a 10.4 acre parcel, (parcel A) and a 18.27 acre parcel, (parcel B). Each proposed lot meets or exceeds the minimum requirements in terms of lot size and width, in the Al zoning district. There is an existing farm home located on parcel B which is owned by Mr. Sneft. Natural Features The 10.4 acre parcel (parcel A), has a wetland located near the rear of the parcel (please note the attached site plan for the wetland area). There is ample room to construct a house and show two septic locations without impacting this wetland. Both parcel A and parcel B are, for the most part, open with very few trees associated with either parcel, therefore, a tree protection plan is not necessary with this proposal. Park Dedication The Park and Recreation Commission reviewed this proposal and recommended a cash payment of $500 be added as a condition of approval. Surface Water Management Impact Fee In order to remain consistent with past administrative subdivision requests, a surface water management impact fee of $61.80 for parcels without city services, should also be a condition of approval. • Recommendation Staff recommends that the City Council approve the administrative subdivision request by Gerald Sneft to divide a 28.67 acre parcel into a 10.40 acre parcel and a 18.27 acre parcel, with the following conditions: 1. Payment of park dedication fee in the amount of $500 be paid to the city prior to recording. 2.
