The City Council is asked to deny the deferment of special assessments for Robert Neumann because he
does not meet the income guidelines.
Background/Discussion
Chapter 62, Section 1 of the Elk River City Code addresses the deferral of special assessments. Citizens
may defer special assessments if they are 65 years of age or older or retired by virtue of permanent and
total disability. In addition, applicants must meet the income guidelines.
Robert Neumann has applied for a senior citizen deferral of the 2008 Street Overlay assessment for his
property at 530D Auburn Place (parcel number 75-435-0332). Mr. Neumann's income far exceeds the
maximum amount allowed for hardship deferral of special assessments.
