SUBJECT: LMC ASIST Software for NPDES Phase II Monitoring
Since the City of Elk River will be required to implement, track and conduct annual reports as part
of the NPDES permit, staff has been looking into purchasing software. Staff had the opportunity to
view the Asist Software, which was developed by DBSP, Inc of Ft Worth, Texas. This company has
been selling this software all over the country.
A number of jurisdictions are interested in purchasing this software and asked the League of
Minnesota Cities to help coordinate a group purchase at discounted rates. The LMC was able to get
the following deal if 15 cities purchase the software:
· Price of $3,495 per license
· Customization of the software to the LMC Guide Plan
· 1-year of technical support and maintenance
· FREE training at LMC offices or other central locations
· FREE upgrade to the new Professional Asist version when it comes out (adds
fertilizer, pesticide, business inspection, and complaint tracking)
· FREE software to the PCA to support
Should less than 15 dries purchase the software, then the Guide Plan conversion and free training
would not be offered, and would have to be negotiated directly with DBSP. However, it is unlikely
that less than 15 cities will purchase the software.
The money to purchase this software will come from the Waste Water and Storm Water Budgets,
not the General Fund. The cost of this software will be recouped by the reduction in staff time for
implementing, tracking and conducting the annual reports. The absolute deadline for ordering the
software under these terms and conditions is Friday, March 14, 2003. Staff recommends the City
purchase this software.
