Request for authorization to widen book drop driveway at library
Background/Discussion
The drive through book drop at the library has a tight radius that is difficult for some drivers to navigate.
This has resulted in some scuffing of the building. The Library Board requested KITE Architects to
review the original plans and develop a solution.
At KKE's expense, AJA Engineering developed modifications to the book drop driveway. In addition to
widening the lane, a bollard will be installed to protect the building. Attached is a plan set and
specifications. Plans, specifications, and the RFP were prepared at no cost to the City. City staff met AJA
staff onsite and filmed a large truck using the proposed new route successfully.
Two quotes have been received:
FPI Paving Contractors Inc. - $12,925
Buck Blacktop Inc: - $14,390
Staff is requesting authorization to contact with FPI Paving Construction Inc. for a total of $12,925
The library reserve fund balance has sufficient funds to fund this project. Once construction is complete,
the scuffed wall panels will be straightened and cleaned.

On behalf of the City of Elk River, we are soliciting proposals to widen the existing book drop off lane at the
new Elk River Library in Elk River, MN. In general, the project will include widening the existing bituminous
entrance approach to the book drop off. The area is generally flat and is currently turf grass. There are 2
decorative electrical bollards, irrigation heads and valves, and a traffic sign in the turf area that will require
relocation to allow for the additional pavement. You will need to include this work in your bid.
We request you provide a lump sum proposal for the following work:
1. Locating all utilities prior to construction.
2. Surveying and site layout of proposed work.
3. Stripping and removing vegetation and stripping topsoil for reuse on site (export topsoil as
required).
4. Relocation. and constriction of the irrigation system to account for the widened bituminous area.
5. Relocation and construction of 2 decorative electrical bollards to account for the widened
bituminous area.
6. Relocation of an existing traffic sign.
7. Grading, excavating and subgrade preparation for the widened bituminous area.
8. Exporting /importing of all materials necessary to complete the work (must be included in your
lump sum proposal).
9. Construction of bituminous pavement. Refer to the attached drawings and specifications for
requirements.
10. Grading requirements: In general, proposed grading shall match existing grades. All areas shall
be graded to drain.
11. Construction of anon-electrical bollard adjacent to the existing building.
12. Topsoil respreading and sodding.
13. Site restoration and cleanup.
Attached you will find abbreviated specifications for the above work. Please reference these when preparing
your proposal.
Your proposal shall assume that all work will be complete this fall, however, the exact dates for construction
will need to be coordinated with the City and with Library staff. Should construction be pushed to the
following calendar year, you will be allowed to adjust your proposal accordingly.

Specifications: Elk River Library Book Drop Off Widening
Grading /Subgrade Prep:
A. Pavement Subgrade
1. On site non organic mineral soils, compacted to 100% standard Proctor (ASTM D698).
B. Topsoil
1. On site topsoil, graded uniformly, minimum 6" thickness.
Bituminous Pavement:
A. Stabilized Aggregate Base: Aggregate shall meet requirements of Mn/DOT Spec 3138, Class 5.
B. Asphalt Binder Course: Materials and methods of preparation and construction shall meet requirements of
Mn/DOT Spec 2350.
1. Binder Course Mix Design: LV NW 3 50 30 B.
C. Asphalt Wearing Course: Materials and methods of preparation and construction shall meet requirements of
Mn/DOT Spec 2350.
1. Wear Course Mix Design: LV WE 4 50 30 B.
D. Bituminous Tack Coat: Tack coat shall be CSS-1 H or CRS-2 cationic emulsified asphalt diluted 50/50 with
clean water. Tack coat shall meet requirements of Mn/DOT Spec 2357.
Grade Tolerance: 1/4" in 10', all areas shall be graded to drain, bird baths will not be acceptable.
Compaction:
1. Stabilized Aggregate Base: 100% standard Proctor (ASTM D698).
2. Bituminous (Binder and Wear): Minimum required base and wear course densities will be as stated
in MN/Dot Spec 2360, Table 2360.6-B2. In place pavement density of each course shall be
determined from pavement specimens by the Geotechnical Engineer in accordance with AASHTO
T 166.
Non -Electrical Bollards:
A. Install bollards as indicated on the Drawings.
Irrigation:
A. Polyvinyl-Chloride Pipe (PVC):
1. Pipe shall be polyvinyl chloride (PVC) pipe (Class 160) with a minimum working pressure of 160
psi. PVC pipe shall be continuously and permanently marked with manufacturer's name, material,
and schedule or type.
2. Pipe shall meet the requirements of ASTM D2241 and D2672, latest revision. Materials shall
meet the requirements of ASTM D1784, latest revision.
B. Pipe Fittings for PVC Pipe: Pipe fittings for 3" diameter and less shall be constructed of Schedule 40 PVC
and shall be joined to pipe by solvent welding.
C. Swing Joint Assemblies: Swing joints shall be Spears preassembled PVC swing join or approved equal.
D. Sleeving: Sleeving shall be PVC pipe sized to accommodate irrigation pipe and control wire.
E. Electric Remote Control Valves: Valves used in the electrically controlled automatic system shall be Hunter
ICV Series, as noted on the Drawings. Valves shall be sized as shown and noted on the Drawings and shall
be installed in valve boxes of appropriate size and type as described under valve boxes.
1. 1-1/2" Globe Valve, with Filter Sentry and Accu-set, pressure regulator: Hunter ICV-151 G- FS-AS.
F. Valve Boxes for Electric Remote Control Valves: Valve boxes shall be plastic as manufactured by Carson
and shall be minimum 12 inches or jumbo size with locking lid. Valve box shall be of a size that provides
adequate space for valve repairs. Valve boxes shall be place on a bed of gravel sized 6 inches larger than
box perimeter with a depth not less than 12 inches. Gravel must be placed prior to the placement of the
valve box.
A. Heads:
1. Sprinkler heads shall be the following series as manufactured by the Hunter Company or approved
equal
2. Type and location of heads are keyed and shown on the Drawings. Nozzles shall be selected
based on providing head to head coverage and spacing as shown on the drawings.
a. Rotors:
1) Hunter I-20 Ultra Rotor, adjustable with check valve and stainless steel riser: I-
20-ADS-3.0
2) Hunter I-20 Ultra Rotor, low-angle nozzle, adjustable with check valve and
stainless steel riser: I-20-ADS-3.5 LA
b. Sprays:
1) Hunter Institutional Spray including factory installed pressure regulator,
adjustable with drain check valve. Refer to plan spacing for nozzles. Heads
against building shall be 0° trajectory.
Sodding:
A. Sod: Sod shall be in accordance with Mn/DOT 3878, and shall be as follows:
1. Class of Sod: Sod shall be nursery grown, cultured sod planted on cultivated agricultural land and
grown specifically for sod purposes. Sod shall have been mowed regularly and carefully and
otherwise maintained from planting to harvest to maintain reasonable quality and uniformity.
2. Composition: Sod shall be composed of not less than 60 percent Kentucky Bluegrass.
3. Mowing Height: Before stripping, sod shall be mowed uniformly at a height of 1 inch to 2 % inches.
4. Thatch: Sod shall be relatively free of thatch, up to '/z-inch allowable (uncompressed).
5. Diseases, Nematodes, and Insects: Sod shall be reasonably free of diseases, nematodes, and
soil-borne insects.
6. Weeds: Sod shall be free of objectionable grassy and broad leaf weeds.
B. Fertilizer: Fertilizer shall be in accordance with Mn/DOT 3881:

Commercial grade, uniform in composition, free-flowing material suitable for application with
approved standard equipment. Deliver fertilizer in original, unopened containers, bearing
manufacturer's guarantee, analysis, name and trademark. Fertilizer to be applied prior to sod being
laid.
C. Watering and mowing will be accomplished by the Owner.
Electrical:
A. Extend circuitry to new location. Provide bases to match existing.
