INFORMATION #3 11-03-2008Elk River Library Board Meeting October 28, 2008 6:30 p.m. Elk River Public Library Board members present: Anne Schroeder, John Dietz, Mike Hangaard. Board members absent: Jayne Dietz, Karen Stelk Others present: Mick Stoffers, Librarian; Joan Allan, GRRL; Tim Simon, City of Elk River Finance Director; Bill Maertz, City of Elk River Parks and Rec. Director; Nick Zerwas, City Council liaison; Janet McCarty. Meeting .was called to order at 6:25 p.m. Bill Maertz discussed actions necessary to correct the book drop drive-thru. He said that KKE had stepped up and had Anderson-Johnson Associates create a new design and that they had sent out specs and received two bids. Bill felt that KKE realized that they needed to step up and help solve the problem. Bill recommended that the Board take the low paving bid of $12,925 from FPI Paving to correct and revamp the drive-thru area before the winter freeze. The funds would come from the Library Reserve Fund. John Dietz motioned, Mike Hangaard seconded a motion to hire FPI Paving at a cost of $12,925. This motion must be approved by the City Council at its Nov. 3, 2008 meeting. Motion passed 3-0. Bill Maertz has worked with KKE to come up with a solution to the fireplace problem. Bill went over a bid from Viereck Fireplace Sales. Total cost of the project will gas installation by Centerpointe Energy would be $17,811. The gas line would have to come in from the street and a steel liner would be installed. John Dietz motioned, Mike Hangaard seconded to recommend to the City Council that $17,811 from the Library Reserve Fund be used to install the new fireplace. Motion passed 3-0. Bill Maertz reported that Jerry's Lawn Service has been hired to the landscape maintenance at the library in 2009 and 2010 at a cost of $3,190 per year. This includes everything from mowing, fertilizing, shrub trimming and seasonal cleanup. We paid Wolfe Landscape $5,000 in 2008 for the same service. Janet McCarty appeared before the Board to request early termination of her lease for her coffee, drink cart. She said sales have been very slow the last few months and that it is just not worth her time to continue. John Dietz motioned, Mike Hangaard seconded to release Janet McCarty from her lease as of Nov. 30, 2008. Motion.passed 3-0. Mike Hangaard motioned, John Dietz seconded to approve minutes of the August 26, 2008 meeting. Motion passed 3-0. The Treasurer's Report was discussed. John Dietz asked Tim Simon is the Board will have to spend additional funds for maintenance of effort now that the cost of electricity for the library is being donated by Elk River Municipal Utilities. Tim said that additional money would not have to be spent because he can handle the donation on the monthly financial statements by making a journal entry that logs the electric expense but also has an offset under donated services. Mike Hangaard motioned, John Dietz seconded to approve the Treasurer's report. Motion passed 3-0. Mick Stoffer went over several items in the Librarian's Report. Mick had a quote of $766 from Mid-State Cabinetry to make modifications to mistake that was made in original construction of the cabinets. John Dietz motioned, Milce Hangaard seconded to hire Mid-State for $766. Motion passed 3-0. Mick said that an anonymous donor is giving a dishwasher to the Library for the employee break area. We will have to pay to get the plumbing work done. Mick reported that a family wants to donate a bench for the outdoor patio in memory of a loved one. She will talk to Chris Leeseberg about building the bench. Mike said he was recently at a restaurant that had outdoor tables and chairs. The chairs were connected to the table and both were bolted to the ground. Mike suggested we look into this next spring for our patio to eliminate having to bring the tables and chairs inside every night. The meeting was adjourned at 7:25 p.m.
