Agenda Section Meeting Date Prepared by Administration November 3, 2008 Lori ohnson, City Administrator Item Description Reviewed by Consider Request from Minnesota Board of Firefighter Training Bruce West, Fire Chief and Education to Lease Space in City Hall Reviewed by Action Requested Consider pursuing discussions with the Minnesota Board of Firefighter Training and Education (Board) to lease the former prosecuting attorney office space in city hall to the Board. Background/Discussion The Minnesota Board of Firefighter Training and Education was recently established by the Legislature. By Statute the Board is required to have office space within 40 miles of the St. Cloud area. Fire Chief Bruce West has worked with the Board in the past, and through discussions the possibility of renting space in Elk River came up because of the convenient location and availability of space in city hall. The office space previously used by the prosecuting attorney is not currently needed by city staff other than for storing records in the automated file. It has a separate entrance and is isolated from the main offices making it an attractive location for the Board. Because this space maybe needed at some point in the future, the lease would provide an out clause following the initial term; one year has been proposed as the initial term. The Board has two staff positions and a twelve member board. The Board mainly needs the space to hold bi-monthly board meetings and as a home base for their executive director. They have very little walk-in traffic so this would not burden our receptionists. The Board would pay rent although probably not at market rate because of the Board's limited funding. All telephone, computer, and other such costs including cleaning would be the Board's. If the Council agrees with the concept of leasing this space to the Board, staff will prepare a draft lease for Council approval at a future meeting. Financial Impact The lease would generate revenue for the General Fund; the actual amount will be determined during lease negotiations.
