SUBJECT: Re-roofing the Elk River Library
The roofing needs at the Elk River library were discussed at the April 1,
1996, City Council meeting. At that meeting, the City Council requested that
the building official come to a follow up meeting for a discussion on this
project and to explain the need to use the services from Inspec, Inc. Cliff
Skogstad will be at the 4/8/96 meeting to answer questions regarding the
services of Inspec and what Inspec provided the city on the fire hall project.
Attached for your review is the material provided to the Council on 4/1/96
regarding this library re-roofing project.

Re-roofing the Elk River Library
As per your request from the March 18, 1996, council meeting, requesting
me to pursue bids for either repairing or re-roofing the Elk River Library, I
have found from my inspection on March 26, 1996, that the older roof on the
library will need a new roof system. From these findings, I contacted Mr.
Fred King from Inspec Inc., requesting their services for this project. Inspec
Inc. was also used on the Elk River Fire Department re-roofing project. I
found their services to be very valuable in the bidding process and
construction specifications of the re-roofing project for the Fire Station.
Attached to this memo, is Inspec's proposal for services requested. Under
"Proposed Fee's" you will see that the first two items are site verification and
construction documents. This would cover all signed engineered drawings for
the design of the new roof system and assisting us in the bidding process.
The proposed cost for these two items is approximately $4,000. The
remainder of Inspec's proposal is for construction observation, testing of the
new roof, and reimbursable items. These prices are undetermined at this
time until after the bidding process is complete, being the proposal is a
percentage of the bid price. Previously, when we used Inspec's services for
the Fire Station this amount totaled $840. If in the process of testing the old
system we feel their may be a possibility of asbestos, there will have to be an
additional asbestos test. The price for this test is not included in the
proposal. And again, this test was done on the Fire Department project for
approximately $165. The total price of all the fees and testing for this project
should not exceed $5,000.
Recommendation
Therefore, at this time I am requesting approval to use Inspec Inc. in the
library re-roofing project as outlined in their proposal.
If you have any questions, feel free to contact me at the City offices, or if you
wish I can attend Monday's meeting.

Dear Mr. Skogstad:
As requested, we are pleased to provide this proposal to furnish engineering services
for the development of construction documents and to provide construction
observation and quality control testing for the City of Elk River.
SCOPE OF SERVICES
Roof-related details will be verified in the field using exploratory test openings to
allow for dimensioning and sketching of the actual existing conditions. Along with
dimensioning the building, this information will be used to provide a basis for the
development of the reroofmg design.
Construction Document~
Drawings and a project manual will be prepared for this project. If, during the design
.phase, it is determined there is a reasonable potential that one-or more new ro--'~'
systems could offer performance and/or cost advantages, but would add significant
load to the existing structure, we would recommend a structural evaluation be
conducted. This structural evaluation would determine the total load capacity of the
existing structure based on the original building drawings. The fee for the structural
evaluation would be determined upon review of the original building drawings.
The potential exists for asbestos-containing roofing materials to exist on this project.
Should this be discovered during the field verification work, an asbestos consultant
would be required to properly address this concern and we suggest these costs be paid
directly by the City of Elk River.

Based on the background information, viable roof system alternatives will be determined and
presented to you for a final decision regarding the reroofmg design. This decision will then be fully
developed into consmaction documents for this project.
Once the construction documents have been developed, we will assist you in issuing the project for
bid. We will consult with you concerning the more qualified contractors to notify regarding the
availability of this project to bid and will then contact those contractors.
A pre-bid Conference would be held one to two weeks prior to the bid opening to discuss the scope of
work with the contractors at the project site. We will attend the bid opening and provide bid
tabulation forms. Once bids are received, we will assist you in the evaluation of the bids and provide
a letter of recommendation, if requested.
Construction Observation
This service would include the review of contractor submittals, a pre-construction conference with all
parties, periodic construction observation during reroofmg, verification of pay requests, and a final
walkover of the roof.
Our on-site observer not only would act as your representative regarding the technical aspects of the
project, but would also act as a liaison between you and the contractor with regard to coordination
issues that affect the building owner, such as access and staging areas, shutting down air intakes, and
resolving other unforeseen problems that may develop.
Testing of the roof materials and the completed roof system will be conducted. The types of tests
will depend on the type of roof system specified.
Our on-site observers have the capability to conduct many of the roofing tests on site, providing
prompt test results to the contractor, avoiding ~after-the-fact" conflicts. Those tests that cannot be
conducted on site will be conducted in our in-house laboratory.
