As directed by the City Council, we have prepared final plans and specifications for the
improvements in the Hillside Crossing II development. These improvements include the
extension of Evans Avenue from north of the Sax Grocery Store to 197th, and the
improvement of 197th to TH 169. There will also be required a minimal amount of
improvements to 197th on the west side of TH 169 and widening of the median in order
to make the intersection's geometrics line up. Sanitary sewer, water, and storm sewer
extensions are in accordance with the previously approved utility and grading plans.
The City Council will recall we were also given direction to work with the two single-
family residences on the north side of 197th Avenue to come up with a method to continue
left turn access into and out of these two properties. We have met with Mr. Plude and
Mr. Rau, and have come up with a solution. Essentially there will be one median opening
on 197th Avenue which will line up with their common lot line. This will require the
realignment of their driveways to this point. We have also discussed this concept with
Mr. Ken Dickie, who is the potential purchaser of the Rau property.
Attached is a draft resolution which approves the plans and specifications, and orders the
advertisement for bids.
If you have any questions regarding this project, I will be in attendance at your special
meeting on Thursday, April 11, 1996.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS
AND ORDERING THE ADVERTISEMENT FOR BIDS
IN THE MATTER OF THE HILLSIDE CROSSING II
IMPROVEMENT OF 1996
WHEREAS
pursuant to Resolution 96-11, the Project Engineer has prepared plans and
specifications for the Hillside Crossing II improvement, which plans and
specifications have been reviewed by the City;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
Such plans and specifications, a copy of which is attached hereto and incorporated herein
by this reference, are hereby approved.
The City Administrator shall prepare and obtain the publication of an advertisement for
bids for the making of the improvement pursuant to the attached plans and specifications.
The advertisement shall be published once each week for three consecutive weeks, shall
specify the work to be done, and shall state that the bids will be received by the City
Administrator until 10:00 a.m. on May 2, 1996, at which time the bids will be publicly
opened in the Council chambers of the City Hall by the City Administrator and the Project
Engineer and will then be tabulated for consideration by the City Council at a meeting
thereof at 6:00 o'clock p.m. on May 6, 1996, in the City Council chambers at City Hall.
No bids will be considered unless sealed and filed with the City Administrator and
accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to
the City Administrator in the amount of 5 % of the amount of such bid.
