SUBJECT:
Development along Highway 10 in
the southeast section of the City
near the Ramsey border.
Background
At a recent Planning Commission workshop, the issue of development in the
southeast section of the city, along Highway 10/169 near the Ramsey border,
was discussed. Since this is one of the main entrances into the city, there were
concerns raised about how this area will be developed. Discussion centered on
how the city can ensure that this area is developed in a fashion that enhances
the image of the city and presents a good first impression, or last impression, for
people traveling along this stretch of highway.
The Commission discussed the following suggestions for addressing this issue:
· Implementing an overlay zone for this southeast area and the west end of
Highway 10 as it leaves Elk River and enters Big Lake Township. This
overlay zone could include design standards relating to increased
landscaping, access management and parking, setbacks, building location
and buffering.
· Including these types of design standards as amendments to existing zoning
districts, such as the C3 (Highway Commercial) zone; these standards would
be effective city wide.
· Create a new zone specifically for the gateways into the city.
The Commission also discussed the type of uses allowed in the C3 zone. There
appeared to be some uses that are currently allowed in the commercial district,
such as trucking terminals and enclosed storage and warehouses, that may be
more appropriate for the industrial zones.
There was also some discussion about rezoning certain properties near the
Jarvis Street and Highway 10 intersection. Suggested changes included:

· Expanding the hght industrial zone to include some properties along both
sides of Highway 10
· Concentrate the highway commercial zone to properties south of the Edison
Street and Highway 10 intersection
· Adjust the zone boundaries so that they follow property hnes
· Expand the residential zone to include farmland along Highway 10 south of
the Tailwind Trailers property. (see attached maps)
Transportation issues will play a role in development plans for the southeast
area along Highway 10. Land use decisions will have to correspond with the
City's transportation plans for the area. The City has been working with the
City of Ramsey in developing plans for a continuation of a service road along the
north side of Highway 10 from Jarvis Street south to 153rd Avenue in Ramsey.
Staff has also been in contact with a potential developer for the northeast corner
of Jarvis and Highway 10 and discussed the extension of a service road to the
northeast along Highway 10.
Staff will be working on exploring the above alternatives and presenting them to
the Planning Commission in the next couple of months. In order to implement
the above alternatives, the following actions would need to be presented to the
Planning Commission:
· Land Use Plan Amendments
· Rezonings
· Ordinance Amendments to adjust uses in the I-1, I-2 and C-3 zones
The above actions would likely result in the following:
Rezone properties to concentrate highway commercial uses at the
intersections and expand industrial opportunities
· Draw distinctions between the uses allowed in the I-1 and I-2 zones
· Improved gateway to the City with better design standards
Action Requested by City Council
Recommendation from the Council as to whether they would like staff to
continue to explore the land use and design issues in the southeast area and
present these to the Planning Commission.
