Proposal to the City of Elk River

To the Economic Development Authority and others of concern:
As you may be aware, some preliminary discussion has taken place in regards to
commercial development along the Highway 10 corridor in Elk River, namely
Gateway Industrial Park.
Please consider this a formal request for review and subsequent action based on
these preliminary discussions and specific details outlined within this document.
Energy Entertainment Enterprises, LLC has specifically been formed for the sole
purpose to affect commercial development along this corridor conducive to
certain economic and image themes of which the community has been striving to
attract.
We have been acutely aware of certain business needs in the community and in
the attempt to capitalize on these needs and build a viable and thriving business,
we have chosen to spearhead development along this corridor. We believe that
once Energy Entertainment City Hotel and Conference Center (EECHCC) breaks
ground, it will stimulate additional commercial development which would be
advantageous to not only our business interests, but also the local community.
As you know from our initial introduction the EECHCC project is a very large one
requiring a substantial financial investment for its founders. The one hundred
room hotel and 32 lane bowling facility, conference center, restaurant and
affiliated businesses will employ hundreds of people. It will attract much attention
to the area and will require a minimum of 14 acres of land. The building alone wilt
have at least a 150,000 to160,000 square feet footprint.
In an attempt to ensure a successful venture for all affected, we formally request
certain concessions and considerations to assist in initiating this venture.
Of first consideration is the land:
We propose that the City Of Elk River relinquish in the form of a grant, 14 acres
of land owned by the city and earmarked for just such a venture. The land is
adjacent to 171St Avenue and Hwy 10 in Gateway Industrial Park. This would
include the waiving of any associated assessments and any title, closing, or land
fees.
We respectfully request site engineering and preparation assistance. Site
preparation being the mitigation of wetlands and inclusion of any fill and grading
needed to prepare the site for the type of construction specified to support this
project. This to also include tree removal and any required environmental impact
statements in a timely fashion.
A timely fashion would take into consideration a March 1, 2008 ground breaking.
Three year tax abatement on the completed business and negotiations on SAC
and WAC fees would be anticipated, as well as negotiations on certain fee
schedules such as plumbing and electrical.
The waiving or discounting of Park dedication fees could also assist in offsetting
the startup burden for this project.
We would encourage the city to include curb and gutter and area illumination as
well as sidewalk and or walking path access from the area to the vicinity of the
light rail and park and ride sites, and Hwy 10.
We look forward to the speedy progression of this project and the continued
involvement and cooperation of the city and its representatives.
The following presentation will give an indication as to the grand complexity and
the positive entertainment and economic value of this facility to the community.
Any concessions provided by Elk River to offset construction and startup costs
will have a huge affect on the finished facility.
Our goal is to create a destination location that will draw large numbers of people
to Elk River that may not normally have the opportunity or inclination to choose
our community for entertainment. In addition we will provide services to the local
community that currently are not available, most notably large venue meeting
facilities.
Once a letter of intent on the grant of land is received, we will immediately begin
the building architectural layout. The various internal components are known, yet
placement and appeal will require knowledge of site specifics. We are certain of
this projects implementation. City and site location are the last unknowns. For
this we require your involvement and action.
