Attachments · On-going complaint cases spreadsheet · Recycling insert from the Current · Business Recycling Directory (handed out at meeting) · RFP for City Garbage Contract Code Administration As summer approaches, the number of code complaints begins to increase. I have only received nine complaints in 1996, but that number will grow as the snow melts and people get outside on a regular basis. We have a number of old cases that could not be completed during the winter and they should be finished in the next two months. We also have a few cases that just are not cooperating and are not complying with the ordinance at this time. SCORE Funding On March 14, 1996, the Sherburne County Solid Waste Advisory Committee (SCSWAC) approved $16,658 in 1996 SCORE grants for the City of Elk River. A. $8622.00 in SCORE funding has been earmarked for adding junk mail and magazine recycling to our residential recycling routes. We are renegotiating our hauler contracts this fall, and the addition of these recyclables will be a part of the new contract. These dollars will be spent on various projects like the recycling insert in the April 1996 Current and recycling calendar magnets for the residents. C. $3,500.00 in SCORE funding has boon earmarked for the April 27, 1996, Clean Up Day event. Last year the event cost the city almost $8,000.00. Therefore, I intend to reapply for additional SCORE funding after the Clean Up Day event. We still need help for Clean Up Day/ If any council members are interested in helping, please let me know/ D. Business Recycling. We still have 1994 SCORE funding that is earmarked for business recycling and must be spent this year. I worked with Tri-County Solid Waste to reprint the business recycling directory. I am currently working with the Elk River Chamber of Commerce to put a mailing list together and send a copy of the directory to all Elk River businesses. We will be providing education and expertise to local businesses to begin or expand their recycling programs. Hauler Contracts We have sent out a Request for Proposal for garbage/recycling pickup at the municipal facilities. Proposals are due April 26, 1996, and we plan to have the new contract by May 20, 1996. The RFP was advertised in the Star News and was sent to every hauler licensed to haul waste in Elk River. We have had the same contracted hauler since 1987, and staff felt that it was time to see if we are getting the best service available for our money. Tree Sale The City of Elk River will be having a tree sale from 8:00 a.m. to noon on Saturday, May 18, 1996. The Phil Hals and I are putting the project together. The trees will be purchased out of the Shade Tree fund and sold at significant savings to Elk River residents. All trees are bare root stock and must be planted on a residential property in the city. At least one of the tress must be planted in the boulevard. We will be offering two trees for the price of one, and we will be targeting specific subdivisions. From 8:00 a.m. to 10:00 a.m. residents of Heritage Landing 1st & 2nd, Mississippi Oaks, Country Crossing 1st & 2nd, Meadowvale Heights 1st & 2nd and Hidden Creek Country Estates will be able to purchase four trees for the price of two. Geobase Computer S. wtem Staff has been working hard at getting the Geobase computer system up and running. The Building and Zoning department has been using the system to issue their building permits. Other staff members have also been using the system to gather information. For example, I get 5 - 15 phone calls a day from realtors or residents wanting to know the zoning, PID number, legal description, address or setbacks on a property. Now, instead of having to dig through the card file, maps and the county books, I can punch it up on the computer screen and have all of the information in front of me. Stephen Rohlf and I have are completing data entry and all of the staff members are working on getting the remaining kinks out of the system. We believe the addition of this program will allow staff to better serve residents in a timely and efficient manner. Council Action No action is required on this item. Only Elk River residents will be allowed to participate and IDs will be checked at the gate. The following items will be collected: · Tires: $1 per passenger tire, $3 per semi tire $5 per tractor tire · Appliances: $4 per appliance, $8 per air conditioner (no water softeners) · Auto Batteries: No Charge · Scrap Metal: No Charge · Furniture: $4 per item (mattresses, box springs, sofa, ch~irs, tables, dressers and carpet) · Fluorescent bulbs: 50¢ per bulb (BROKEN BULBS WILL NOT BE ACCEPTED) Save original packaging to store the bulbs in for disposal. · Leaues/grass dippings: No Charge No general junk, construction materials or garbage will be accepted. Household hazardous waste such as paints, household cleaners, solvents, etc. will NOT be accepted at the Elk River Clean-Up Day. Residents wishing to dispose of household hazardous waste should contact the Tri-County Household Hazardous Waste Facility in St. Cloud at 1-800-450-6140. Business Recycling Would you like to reduce your waste and in- crease your bottom line? Of course you would! Elk River businesses should watch the mail for the new Tri-County Recycling Guide. The guide provides examples of ways your business can reduce its garbage cost by simple actions. It also lists some area businesses that have reduced, reused, and recycled their way to a healthier bottom line. Compost Site The City of Elk River Compost Site will be reopening on Saturday, April 27, 1996. The Compost Site is offered as a free service to Elk River residents. Residents may bring their leaves and grass clippings, dump them and bring the empty containers back home. Currently, the site is drop-offonly. Questions should be directed to Elk River City Hall at 441-7420. Location: 19000 Elk Lake Road (behind the Public Works Garage) Clean-Up Day Hours: 8:00 a.m. to 12:30 p.m. on April 27, 1996 only Regular Hours: 1st and 3rd Wednesdays of the month--8 a.m. to 8 p.m. Materials Accepted: Leaves and grass clippings only. Materials Not Accepted: Tree limbs, brush, trash bags, used oil or general garbage. Elk River Curbside Recycling Program There seems tobe some confusion about what is and is not acceptable recyclable material in our curbside recycling pro- gram. Currently, we recycle five different items: · Newspaper · Metal Food Cans · Glass · Plastic Bottles With Necks · Corrugated Cardboard Newspa_ocr- Everything that comes in the Sunday paper is recyclable, including glossy inserts. Place newspapers in paper bags. At this time, catalogs, magazines, phone books, junk msil, cereal boxes, etc. are NOT ACCEPTABLE. Metal Food Car~ - Ail steel, aluminum and tin food and beverage cans are acceptable. Rinse cans and place clean, dry cans in paper bags. Glass- Clear, brown and green glass bottles and jars are acceptable. Remove all caps, lids and rings. No need to remove labels. Rinse containers. Place clean, dry glass in paper bags. Glass must be separated by color (clear, brown or green). Plastic Bottles with Necks - Only plastic bottles with necks will be accepted. Remove caps, lids, rings and pumps. Labels do not need to be removed. Rinse containers. Place clean, dry containers in paper bags. Corrugated Cardbo6rd - This is the newest addition to our program. Only corrugated cardboard is accepted (No gift boxes, cereal boxes, pizza boxes, milk cartons or other paper- board materials are accepted). Cardboard must be clean and dry. Flatten the cardboard and cut into pieces not larger than 3 ft. by 3 ft. and notmore than 6 inches thick. Bundle the cardboard with twine or rope and place alongside, under or on top of the green recycling container. This information can be found on the green recycling calendar/information sheet each resident received in their November 1995 utility bill. Refuse and Recycling Refilse Collection: The City of Elk River has developed an organized route refuse collection system. Everyone within the city limits must be on the refuse/recycling service pre- vided by the city. To ar- range refuse and recy- cling pickup, please con- tact Elk River Utilities at 441-2020. Additional Recvclin~ bins: Replacement recy- cling containers are avail- able by cslllng Utilities at 441- 2020. Extra recycling bins are available at Elk River City Hall for $5 each. Placement Of Con- tainers for Pickuo: Place garbage con- tainers at the end of your driveway, out of the wayofthe plow, post- man and other vehicles. The green recycling bin should be placed on the opposite side of your driveway, away from the garbage container. Do not place the recycling container di- rectly in front of or behind the garbage container--the auto- mated garbage trucks may tip over the recycling bin and the recycling truck may not see the recycling bin. ~,~: Your rate reflects 90 or 32 gallons per week. If you have extra garbage (i.e. the lid does not close on the garbage can), prior arrangements need to be made by contact- ing your hauler in advance. There will be an additional chsrge of $2 per bag at the time of service. Proposals will be accepted at Elk River City Hall until 4:30 p.m., April 26, 1996. Removal, recychng and disposal shall be accomplished in accordance with the Elk River Sohd Waste Ordinance and the Sherburne County Solid Waste Ordinance. Each bid shall be accompanied by a certified check or a bid bond payable to the City for 5% of the total amount of the proposal. The City proposes to contract out all of our municipal waste collection and recychng needs to one contractor. The waste collection needs include the servicing of 5 - 4 yd. dumpsters, one 90 gallon barrel and 106 - 55 gallon barrels. The services required range from ~'ily'pickup to bi-weekly pickup and fluctuate according to the seasonal use of facilities. Scope of Services The City of Elk River is requesting proposals from contractors quahfied to collect and dispose of municipal sohd waste. (weekly) (plus glass, aluminum, newspaper, plastic, corrugated cardboard and office paper recycling. Plus, the library has a book sale and will require extra pickup at that time. Contractors that have book recycling programs should submit that information) The City currently has containers provided to its facilities by the contractor which currently has the service for the City. It is anticipated that the awarded contractor would be required to provide the above mentioned dumpsters. Contractor should provide an estimate of total materials to be recycled by percent of weight and volume. Contractors are encouraged to propose alternative containers and services which will meet these City needs. The City is expecting the contracted price to be fixed for a minimum of a one year time period. Contractors are required to supply proof of insurance and obtain appropriate licenses to conduct business within the City of Elk River and Sherburne County. Each proposal must include a bid bond payable to the City for 5% of the total amount of the proposal. A certified check may be used in heu of the bid bond. The City will return all bid bonds except from the three lowest responsible bidders. When an agreement is executed, the bonds of the remaining two unsuccessful bidders will be returned. The bid bond of the successful contractor will be retained to ensure compliance and performance according to the proposal. Project Time Table The term of the contract with the successful responder is for a one year period beginning May 20, 1996 through May 21, 1997. Evaluation of Proposal All proposals received by the deadline will be evaluated by the City of Elk River staff and legal consultants. In some instances an interview may be a part of the evaluation process. City staff and legal counsel will recommend to the City Council award of this contract. Factors upon which the proposal will be judged include, but are not limited to, the foLlowing: 1. Annual cost of the services to be performed 2. Proposals demonstrating and utilizing resource recovery will be given preference over those that do not 3. Potential cost savings to the City based on alternatives proposed by the contractor 4. Qualifications, hcense, insurance of responder and associated personnel 5. Similar work experience 6. References Limitations This Request for Proposal does not commit the City of Elk River to award a contract, to pay any costs incurred in the preparation of the proposal to this request, or to enter into a contract for services. The City of Elk River reserves the right to accept or reject any or all proposals received as a result of this request, to negotiate with any qualified source, or to cancel in part or its entirety this Request for Proposal if it is in the best interest of the City to do so. The City Council has final approval of the contractor to complete the proposal. A recommendation from the staff to the City Council will be made following review of the proposals. The City may require the responder selected to provide additional information on their proposals as a result of direct negotiations.
