Summary In October 2008, the City Council gave staff direction to craft an ordinance that would allow signage in the CRT zoning district, with the understanding the signage would be consistent with the highway business uses. The Council also wanted to make clear that billboards were not an acceptable use. Based on staffls understanding of these desires, and of other issues, staff recommends the attached text, to be inserted in Section 30-1583. Planning Commission Discussion The Planning Commission had no concerns with the proposed text. Public Comment No comments were received. (1) Temporary signs as permitted in Section 30-851 et seq. (2) Permanent signs. a. One freestanding business sign per premise, not to exceed one square foot in sign area for each linear foot of street frontage with the following stipulations: Freestanding signs shall be no larger than 210 square feet or higher than 35 feet. Freestanding signs shall have a minimum setback of ten feet from any property .line measured to any portion of the sign and a minimum clearance of eight feet above any vehicular use area and over any pedestrian use area. b. Businesses shall be allowed a maximum of three on-premise business wall signs per occupancy. The maximum combined sign area per building shall not exceed two square feet per linear foot of building frontage, up to a maximum accumulation of 300 square feet per occupancy. Businesses shall be allowed at least 50 square feet of wall signage regardless of building dimensions. c. Two on-premise construction signs not to exceed an aggregate of 64 square feet in sign area for each street frontage of a construction project. Such a sign may be erected 30 days prior to beginning of construction and shall be removed 30 days following completion of construction. Such signs must not be illuminated. That Section 30-1583 of the City of Elk River Code of Ordinances entitled "CRT commercial reserve transitional district" is hereby amended to add anew subsections (c) (4) and (5) as follows: (4) Temporary signs, as permitted in Section 30-851 et seq. (5) Permanent signs, as follows a.
