MEMORANDUM
TO: City Council
FROM: Lori Johnson, City Administrator
DATE: November 17, 2008
SUBJECT: Acknowledge International Association of Chiefs of Police iXP
Excellence in Technology Award to the Elk River Police
Department
As you know, the Elk River Police Department was recently awarded an iXP Excellence in
Technology award from the International Association of Chiefs of Police (AICP)
recognizing the outstanding achievement by the police department in implementing
paperless technology for the department. Police Chief Jeff Beahen attended the IACP
conference last weekend to receive the award; he will be at the Council meeting to share this
award with the Council and explain more about paperless technology and how it changed
the way the police department functions.
This award would not have been possible without the support of the Council. The Council
authorized the expenditure of significant funds for the purchase of the technology necessary
to convert to a paperless system. The police department staff, led by Chief Beahen,
implemented the system to make the Elk River Police department one of the leaders in
police technology.
Further, WCCO TV recently reported on the Elk River Police Department's award in an in
depth report that included interviews with Jeff Beahen and Dave Windels. Officer Windels
expertly explained how the system helps our officers function more efficiently. The
professionalism and expertise of our police department was very evident in the report. Every
police department employee who had a part in making this project so successful is to be
commended.
