Review proposed fee schedule and direct staff on any changes.
Background/Discussion
The Council is asked to review the proposed fee schedule and direct staff on any changes. This item will
come back to Council on December 15 as a public hearing item for adoption as a city ordinance. This
draft version will be re-organized by Divisions the next time you see it.
Various staff will be available to answer questions.
Animal Impound Fees
Increase to more accurately reflect city costs.
Cat License Fee
The costs for both administering both dog and cat licenses are the same and should be reflected the same
in the fee schedule.
Dangerous Dog Registration
The Police Department is working on a dangerous dog ordinance due to new requirements in State
Statute. Dangerous dogs must now be registered with the city and there will be some expenses associated
with this process.
Background Letter of Good Conduct
Increased to more accurately reflect actual costs.
Code Enforcement Violations
These fees were reviewed by Council on September 15, 2008.
Audit or Budget
Can't charge a fee per state statute. Will be removed from fee schedule.

Shoreland or Wetland Inspections
The Environmental Division administers these inspections. The time length of inspections may vary
depending on the project. Most tend to be time-consuming.
False Alarms
Jeff is working on an ordinance for this item and will be available to explain these fees.
Finance Charges
For delinquent accounts past the 30 day due date.
Fireworks
The "Per day" language was added for clarification.
Grading Permit
Increased to more accurately reflect actual costs.
Impounded Vehicles
Increased to more accurately reflect actual costs.
Labor Rate
Increased to more accurately reflect average costs.
Lockout Fees
Increased to more accurately reflect actual costs.
Park Dedication Fees
These fees were previously discussed at the October worksession meeting.
Parking Fines
The ticket is issued and left on the vehicle.
If after 21 days the person does not pay the fine, a letter is forwarded to the registered owner of the
vehicle that informs the owner that the fine has doubled and they have 14 days to pay.
If the owner continues to ignore the notices, the Police Department drafts a formal complaint that is
reviewed by the city prosecutor and sent to court administration for judge review. The prosecuting
attorney has reviewed these fees with the judges, who have approved them.
Police Reserve Service
This fee is based upon pay and benefits of the Reserve Officers to more accurately reflect costs.
Rental Dwelling License
As of last Friday the Fire Department and Community Development Division were meeting on this
topic. Staff will be available to answer questions for this fee.
Sanitary Sewer Users Fee
This fee was previously approved by Council.

MECHANICAL PERMIT FEES
Fees Required
The Chief Building Inspector, before issuing any permit fox the installation, alteration, or
repair of any heating, ventilation, and air conditioning appliance items, gas piping, or
appendages, shall require the payment by the applicant for such permit of fees in the amount
herein.
Minimum Fee
In no case shall the fee charged for any permit issued by the Chief Building Inspector be less
than fifteen dollars 015.00) plus state surcharge.
