As directed by the City Council at their workshop last Monday evening, we have prepared
the attached resolution for modifying the City's Municipal State Aid street system. The
first resolution adds a route that begins at TH 10, goes along 171st Avenue to the railroad
tracks, and then heads north crossing 173rd/175th up to County Road 12. The second
resolution revokes a previously designated route of Railroad Drive and Evans Avenue
south of Main Street. This revoked route mileage, in combination with the approximately
0.6 of a mile of undesignated mileage, is sufficient to add this new street to the system.
We would recommend that the City Council adopt both of these resolutions. Upon
adoption, we will forward them on to MnDOT and the changes will be made to the City's
Municipal State Aid system. The City will then be free to spend MSA dollars on the
upgrade of 171st Avenue.

RESOLUTION 96-
A RESOLUTION OF THE CITY OF ELK RIVER
RESOLUTION REVOKING MUNICIPAL STATE AID STREETS
WHEREAS,
it appears to the City Council of Elk River, Minnesota, that the roads hereafter
described should be revoked as Municipal State Aid Streets under the provisions
of Minnesota laws;
NOW, THEREFORE, BE IT RESOLVED by the City Council of Elk River, Minnesota, that the
roads described as follows, to-wit:
Railroad Drive from Main Street to Evans Avenue (MSAS Segment 106-030), Evans
Avenue from Railroad Drive to Main Street (MSAS Segment 109-030), and 173rd Avenue
NW from TH 10 to the intersection of 175th Street and Tyler Avenue (MSAS Segment 111-
010) be, and hereby are, revoked as Municipal State Aid Streets of Elk River, Minnesota,
subject to the approval of the Commissioner of Transportation of the State of Minnesota.
BE IT FURTHER RESOLVED that the City Clerk of Elk River, Minnesota, is hereby authorized
and directed to forward two. certified copies of this resolution to the Commissioner of
Transportation for consideration.
Passed and adopted this 22nd day of April, 1996.

RESOLUTION ESTABLISHING MUNICIPAL STATE AID STREETS
WHEREAS,
it appears to the City Council of Elk River, Minnesota, that the roads hereafter
described should be designated as Municipal State Aid Streets under the
provisions of Minnesota laws;
NOW, THEREFORE, BE IT RESOLVED by the City Council of Elk River, Minnesota, that the
roads described as follows, to-wit:
Tyler Avenue from 181st Avenue to 175th Avenue, Tyler Avenue from 175th
Avenue to 171st Avenue, and 171st Avenue from Trunk Highway 10 to Tyler
Avenue, be, and hereby are established, located, and designated Municipal State
Aid Streets of Elk River, Minnesota, subject to the approval of the Commissioner
of Transportation of the State of Minnesota.
BE IT FURTHER RESOLVED that the City Clerk of Elk River, Minnesota, is hereby authorized
and directed to forward two certified copies of this resolution to the
Commissioner of Transportation for consideration, and that upon his approval
of the designation of said road or portion thereof, that same be constructed,
improved, and maintained as a Municipal State Aid Street of the City of Elk
River to be numbered and known as Municipal State Aid Street Numbers 132
and 133.
