SUBJECT: BMX Track Use
Item:
Staff is looking for feedback regarding the future use of the BMX track at the Youth Athletic
Complex.
• The BMX Track at the Youth Athletic complex is not currently being used.
• There was no use of the track in 2008.
• There is no Elk River group currently organized to maintain the track nor are there
any events scheduled.
• The tracks fencing and concession stand are in poor condition.
There is a shortage of parking at the YAC football/soccer field and the BMX track location
would allow us to double the size of the parking lot.
Images of the current condition of the BMX track will be presented at the November 12
Park commission meeting.
Staff is requesting feedback from the park commission regarding the use of the BMX
location.

SUBJECT: Land fill End Use Recommendations

End Use Plan Recommendation -Elk River Landfill
Background:
At the September and October park commission workshops the commission reviewed and
discussed end use options for the Elk River Landfill. The end use plan for the currently
permitted landfill is primarily a passive use, natural landscape with some scenic overlooks,
hiking trails and a potential sliding hill. Waste Management the owner of the Elk River
Landfill has indicated their intention to request permits to expand the existing landfill. This
expansion is contingent upon City Council approvals and is not subject to review of or
comments by the Parks and Recreation Commission.
In reviewing the end use options for an expanded landfill, the commission expressed
interest in developing options for active recreational use such as soccer or softball fields. In
addition the commission reviewed the possibility of phasing in recreational use to allow
public use of the land fill areas as they become capped (See Attached). The commission also
reviewed a scenario that maintained a passive use of the potentially expanded site and
developed, at Waste Management's expense, recreational amenities at an alternative location,
to be determined. The Parks and Recreation Commissions role in this process is to
recommend to City Council an end use plan for the expansion site if the expansion receives
City Council approval. In addition the Park Commission has an advocacy role in exploring
potential opportunities for enhancing recreation in Elk River.
Staff Recommendation:
After reviewing the costs and options for phasing in active recreational use of the
landfill staff believes that that based on aesthetic concerns with odor and windblown
trash that phased in, active recreational use is an undesirable alternative. Therefore
staff recommends that the end use plan for a potential expanded landfill should
remain consistent with the theme of passive recreation and native habitat developed
in the approved plan (attached) developed in September 2002.
2. The existing plan does not indicate a primary funding source and the Parks and
Recreation Commission is requested to consider a recommendation to the City
Council that funding of this plan be included as part of the expansion approval
negotiations.
3. The Parks and Recreation Commission is requested to consider a recommendation
to the City Council that Waste Management be requested to contribute funds- for
development of active recreation facilities as part of the expansion approval
negotiations, as a form of offset to the negative impacts of hosting a landfill.
Action Requested:
The Parks and Recreation Commission is requested to consider making recommendations to
the City Council.

SUBJECT: Major Park Use -Use of Woodland Trails Park and Lions Park
for a Run/V1/alk Event
Request
Sharon Johnston with Central Lutheran Church has requested the use of Woodland Trails
Park and Lions Park for arun/walk event on Saturday, September 19`x' 2009 from
9:00 a.m. -1:00 p.m. A 10K is planned to start and end at Central Lutheran and include
Woodland Trails Park in the rout. A 5K is planned to begin at Woodland Trails Park and
end at Central Lutheran. Immediately after the race a barbeque lunch is planned to be held
in Lions Park. The goal is to promote fun and fitness and to provide a race opportunity in
the Elk River Community.
Information for your consideration
• This is a Resident, non-profit group
• This event was held in 2008 with no incidents
Staff Recommendations
• No fees or deposits charged for use of the parks.
• Central Lutheran should coordinate signage with the Parks and Streets Department.
• The rout must be approved by the Police Department.
• The group will be responsible for any expenses incurred such as extra portable toilets
or police reserves as needed/required.
• Any trail marking will be done with washable chalk or cones
