AUTHORIZATION TO PURCHASE MPS'S
AND VIDEO PRINTER
The police department is requesting authorization to purchase four
(4) MP5's and a video printer and time lapse recorder. The funding
for these purchases would be from the Drug Forfeiture account which
presently has a balance of approximately $10,700.00 (ten thousand,
seven hundred dollars). The combined total of these expenditures
would be in the $8,500.00 (eight thousand, five hundred dollars)
range. In the near future, we anticipate receiving another
$7,000.00-$10,000.00 in drug forfeiture funds from a drug arrest
about a year ago. These additional funds will be released when the
Drug Enforcement Administration has finalized the paperwork.
Enclosed are memos from Sergeant Brad Rolfe and Sergeant Tom Tyler
explaining their requests. I will be in attendance at Monday's
council meeting should you have any questions.

MP5 PURCHASE
In January, 1993, the City Council approved the department purchase
of three (3) Heckler & Koch MP5 firearms (a fourth MP5 had been
previously purchased) for use in patrol vehicles and by the
Emergency Response Unit. These firearms were purchased with drug
forfeiture funds.
In the three years since the MP5's were purchased, department wide
training has been completed and four (4) of the department's eleven
(11) patrol and investigative vehicles are equipped with MP5's.
Officer response has been very positive; in fact so positive, that
officers who's squads are not currently equipped with MP5's have
requested that they be so equipped.
I am requesting authorization to purchase four (4) additional
MP5's, with accessories, for use in selected department vehicles.
As before, these firearms will be purchased with existing drug
forfeiture funds.
I feel that this purchase is a reasonable and logical next step to
adequately equip our officers and enhance officer and public
safety.

VIDEO PRINTER AND TIME LAPSE RECORDER
I am requesting the purchase of the above items for use in the
Investigative/Juvenile Division. This equipment would be used to
reproduce a color photograph from video tape. We frequently get
surveillance tapes from businesses as part of criminal
investigations. Often it is necessary to capture single
photographs of suspects from the video tape. This requires a
special recorder and printer.
Currently the only police department in the area that has this
equipment is the Blaine Police Department. We have gone to their
department and used their equipment, but this is a time consuming
process. Although they have not charged a fee for this, we were
told that they anticipated a usage fee in the future. The
equipment I am requesting is very similar to Blaine's. It is newer
and slightly more advanced. Blaine has been very happy with the
performance of their equipment.
Since more businesses that use video surveillance equipment are
moving into our City, I feel this is a necessary purchase. It will
be useful now and in the future as Elk River continues to grow. I
can also foresee other area departments requesting photos be
produced from this equipment. I feel we could establish a fee
schedule and recapture some of the costs of the equipment.
Attached you will find product information and price. The company
giving me the information is General Security Services Corporation
(GSSC). Since it would be necessary to install this equipment into
our present video taping system, I feel that we should purchase
GSSC's equipment and have it installed by them. GSSC did all of
our audio/video installation in this building and they have the
best working knowledge of the system.

about, the printer model has changed from the AGEP60 to

I checked to see what monitor you have on your interview
system. According to my records it should be the CT1383Y.
This monitor has 3 video inputs on it and you should only be
using one of the inputs. You could wire in the above
equipment so that it goes to one of the other video inputs
and all you would have to do is select the correct input on
the monitor so that you would either see the interview room
or the playback from the recorder.
