SUBJECT: North Highway 169 Land Use Study
In August the Council authorized Hoisington Koegler Group, Inc. (HKGi) to complete a
study to review the affect of various land use changes in the area around the existing landfill.
The North Highway 169 Land Use Study (Study) will be presented by Bryan Harjes and Paul
Paige of HKGi at the work session.
The Study includes the area around the existing landfill; this area is in the northern section of
the gravel mining district. The gravel mining area is very important to the City’s future as it
is an extremely large, undeveloped land mass along a major highway. There is land available
for significant commercial and industrial development in the future; however, the
surrounding land uses will influence the quality and value of that development. This area
has the potential to add significant value to the City’s tax base if it is properly planned and
developed. The Study evaluated how different land uses, particularly expansion of the
existing landfill, affect the tax base and resulting property tax that can be generated from this
area. The Study does not recommend land uses or determine if certain types of
development or land use should be allowed.
Finally, because of the complexity of the Study, the numerous assumptions required, and the
fact that much of it will be presented through viewing maps of the area that require detailed
explanation, there is no written material to be distributed at this time.
