Garbage Service for City Facilities
Background
Since 1987, the City of Elk River has contracted with East Tonka Sanitation
for garbage and recycling services at all city facilities. Staff felt it was time
to revise the contract to reflect recent changes in city facilities and parks, and
to see if we were getting the best service for our money. Staff updated the
list of facilities and sent all 10 licensed haulers in Elk River a request for
proposals (RFP). We also placed a public notice in the Star News stating
that we were requesting proposals for garbage service.
On Friday, April 26, 1996, we received proposals from 4 haulers: Pretzers
Sanitation, Best Disposal Services, Ace Solid Waste, Inc. and East Tonka
Sanitation. We are currently paying $1422.88 a month for garbage service.
The following proposals were received:
1. Pretzel's Sanitation was the low bid at $970.33/mo. plus tax
2. Best Disposal Services at $1,185.00/mo. plus tax
3. Ace Solid Waste, Inc. at $1,375.50/mo. plus tax
4. East Tonka Sanitation at $1,474.00/mo. plus tax
I have checked references on Pretzel's Sanitation and we feel that they will
be able to provide the needed services to the city. Pretzers Sanitation is a
small company located in Ramsey. They have serviced Fridley City Hall for a
number of years, and Fridley is very happy with the service provided.
Pretzel's Sanitation will take all of our garbage to the RDF plant in Elk
River.

We would like to meet with Pretzel's Sanitation to make a couple of
adjustments to the proposal and sign a one year contract. If we can agree on
these changes, Pretzel's Sanitation will replace East Tonka Sanitation as the
City's garbage and recycling provider on Monday, May 20, 1996. If we are
happy with the services provided by Pretzel's, the contract can be renewed
next year.
Council Action
Recommend that staff negotiate and sign a one year contract with Pretzels
Sanitation for garbage and recycling services at all city facilities and parks.
