Fire Chief West introduced firefighter Ken 'jay" eh , Jr. to the Lound, and Ma or
1l.,ing awarded Nfx. Dehn, Jr. with a plaque thug him for 30 years of service. Also
presented to Mr. Dehn, Jr. was the Congressional Fire Services Institute, Length of Service
Award sent from Representative Michele Bachman. Mr. Dehn, Jr. spoke a fear words
thanking his four firefighters and f=-dly for their support dig the past 30 Tears.

Ms. Johnson presented the staff report. She stated that the space may be needed by the City
in the future so the lease woWd provide an out clause following an initial one year tom,
Council agreed with the concept of leasing the former City prosecuting attorney office
space, and directed staff to prepare a draft lease for Lound approval at a future x eeftn .

November.

Mr. Maertz stated the book drop was properly designed and instafled but stated some
drivers do have difficulty positioning their vehides properly, especially if they are driving
large pickups. He showed the Council video of vehides attempting to use the book drop.

.r. Maertz stated the fireplace would not run continually or overrght. He stated they wf
install a tomer switch for its use, which would allow patrons to turn it on for approximately
20 mutes at a time and shut off automatically, thereby rnaldng its use fa ytr inial.

Nis. Johnson presented the staff report.
ou . member Zerwas asked if those employees who participated in the high deductible
plan he less apt to visit the doctor, thereby decreasing the total health care casts incurred
by employees as a group.
Ms. Johnson stated that indeed was the intent and It appears that this was happening;
however, the City has had only six or sevren months of clnas experience, which is#t enough
time before the insurance company considers the City's daims as credible,

option of a high deductible plate..
Ms. Johnson stated they had a very high response from employees choosing the high
deductible plan. Staff provided a lot of i `o atio . to employees in order for them to make
informed decisions regarding their health insurance casts and ma=.ur exposure,

Ms. Johnson presented the staff report. ids. Johnson stated that Sherburne County revised
its net tax capacity (NTqesdmate in October folio -i.ng adoption of the maximum levy.
The revised NTC has decreased. She outlined options for the Council given this update
including proposing budget cuts to meet the Cou 's target tax rate, The Count affirmed
that It did not want to exceed the target = rate. Council member Motes said he would like
to go hack to the 2008 tax rate. The Council concurred with the two adjustments to the
budget included in the memo and using the reserve to balance the General Fund budget for
poses of the 'Fruth M Taxation hearing.

Ms, Johnson stated because of a fiiU EDA agenda, the worksession probably wouldn't start
any sooner than 6:30 p,.
Ms. Johnson presented the staff report. Ms. Johnson reviewed the November worksession
topics, suggesting that since there weren't any items on December 8 that her
performance review could be held that evening.
Payor ming asked that an update on ffie Nortbstar Commuter Rail be placed on a
future worksession.
ou.ncilmember Moth suggested that staff try to get someone from the l ortla tar
Commuter RaU committee to meet with the council. Ms. Johnson stated she will add this
item to the January worksession.

ouundsnember Gumphrey stated he would not be in attendance at the November 17, 2008
council meedmg.

8. Staff Updates
Ms. Johnson stated the contractor who installed the downtown pavers will be out to repair
them next week dine to some of them smoking lower than expected. 'here should be minimal
traffic disruptions.
The dv-il engineer position is currently bemng advertised and staff hopes to have a
recor=endatlon back to Council in January or February of next year.
Sherburne County is cuirendy accepting SCORE grants. The City wM be asking for
appro� telt' $90,000 in SCORE grant money to support the City's organics recyding
program. The program, which was introduced just to the Trott Brook neighborhood, has
been very successful thus far and staff ,%fishes to expand tis program to more residents o
E1. River.
Sherburne County staff, along with Mayor g, wiU be touring the YMCA on
November 4, 2008.
City employees recently held a fundraiser for CAER and raised $ 44.00.
Both Mayor ICUnzing and Ms. Johnson reminded evexyone to vote on. Tuesday, November
4. PoUs open at 7 a.m. and close at 8 p.m. The City's website Inas informadon to find your
poffing location as well as results the next day. Results will also be available on Channel 12.
