1996 Overlays
The following is a list of possible assessable overlays starting with the most
critical:
Riverview Heights and Orono Lake 3rd Addition are both in need of
immediate attention. In my opinion, a 2" bituminous overlay would extend
the usable life of these streets 10 to 15 years, which brings up the issue of the
need for sewer and water in these areas before the street has served its

Village Estates (Waco, Zebulon, and 190th)
Ulysses Street (in Knollwood)
Mississippi Heights (Yale Street, 170th, and 169th Avenue)
Hobbit Hills
The streets are weak and cracked, but are patchable. I don't believe that a
seal coat will add sufficient strength. An overlay should be considered in two
or three years.
Victoria Lane
Belgian Acres (Kent Street, Lander Street, and 191st Avenue)
These streets are weak and need overlays, but not for possibly three to five

The following is a list of street reconstruction projects that again are listed in
order of the most critical first:
Railroad Drive- from Jackson Avenue west. (There is a drainage issue by
the Eagle's Club that needs to be addressed)
Lowell Avenue and King Avenue - from Main Street to Highway 10. The
road surface and the concrete curbing are badly deteriorated.

Evans Avenue - from Main Street to Railroad Drive. The street surface is
very narrow and cracked. Drainage from the 1st Street cul-de-sac is also a
major issue.
5th Street - Auburn to Highway 10.
Dodge Avenue - from 5th Street to McDonalds. MSA has provided Gary
Santwire with a feasibility study on this area.
Baldwin Avenue - from 5th Street to 3rd Street.
3rd Street - from County Road 13 to Baldwin Avenue. Road surface is
deteriorating and drainage at the 3rd and Baldwin intersection needs to be
addressed.
175th, Tyler, 193rd - (Snake Trail) - Old township road, narrow with poor
road surface.
Railroad Drive - (Jackson Avenue to Main Street) Road surface is patched
and rough, drainage is poor, parking and sidewalks need improvement and
curb and gutter is nonexistent.
This list is to point out some areas in town that are of concern. Staff would
like some Council direction regarding these and other street projects.
