INFORMATION 05-06-1996r~ity of I' iver FROM: DATE: MEMORANDUM Mayor and City Council Sandra Thackeray, City Clerk April 29, 1996 SUBJECT: Heritage Festival Update In an effort to update the Council on the Heritage Festival planning process I have attached a copy of the minutes from the last committee meeting. As the minutes indicate, several committees have been formed to work on different aspects of the festival. The enthusiasm for this event seems to be growing. Listed below are some of the events that are being planned for the two day celebration planned for August 10 and 11. · Parade · Band concerts in the park · Street dance · Buggy/carriage rides · Historical Tours · Rendezvous · Trading Post · Photo display The committee continues to meet on a monthly basis with the expectation that the festival will take place. Box 490 · Elk River, MN 55330 · (612) 441-7420 ° Fax: (612) 441-7425 Heritage Festival Meeting Minutes Tuesday, April 23, 1996 Attendees: Nettie DuBois, Ron Wilkes, James Duncan, John and Evelyn MacGibbon, Florence and Earl Greet, John Olson, Joy Swanson, Gwyn Schwanbeck, Don Heinzman, Kurt Kragness, Lynn Caswell, Three Bears O'Donnell, Planning Assistant Scott Harlicker and Ma bonanza, Deb Coverston, Bill Lindberg, Dave Beauvais, Sandy Thackeray The meeting was called to order by Ron Wilkes. The minutes of the March 19, 1996 meeting were read and approved. A tentative schedule of events was distributed. COMMITTEE UPDATES Nettie DuBois - Trading Post and David Faribault Look-alike Contest - Nettie reported that a meeting for area retailers will be held on May 14. Nettie indicated that a David Faribault look-alike contest would be held. The entry deadline is July 21. Nettie indicated that the entrants will be judged by RSVP and there will be a prize of $100. Nettie reported that flyers regarding the Heritage Festival will be distributed to all students in the school district. She further indicted that the School board will be meeting and voting on whether the "No Weapons" policy will be waived for the rendezvous planned for the Handke pit. Nettie further reported that the Central Lutheran Church is considering holding a community "old time" church service on Sunday, August 11. Nettie reported that old style clothing is available for purchase at Boots 'N Bits located in Hastings, MN. She brought some sample clothing (2 men's shifts) which she is willing to sell for the purchase price of $10.00 each. Kurt Kragness - Day in the Life of Elk River Photo Display Kurt reported that the grant money of $2,172 was from the Central Minnesota Initiative Fund. He stated that the Bank of Elk River has donated $250 toward the event and Kodak has donated 40 rolls of film. A school class will be asked to shoot some photos so that students can be involved. At the completion of the photo display, the photos will be donated to the Historical Society. HISTORICAL TOURS - Historical tours will be given in horse drawn trolleys beginning at Jackson square to the dam. There will be three designated stations with historical information. Discussion was held regarding residents of older homes and historical churches possibly opening up these buildings for tours. Don Heinzman - Parade Committee Don Heinzman reported that the parade route has been identified. A map of the route was distributed. He reported that the committee is hoping for 100 units in the parade including 10 bands. Don indicated that the committee has received requests from several groups who would like to be in the band, however, most groups require payment of some kind. He indicated that due to funding constraints, the committee would have to decide which units could be afforded. It was suggested that area businesses sponsor band units. Jim Duncan updated those present as to what Maple Grove community does to promote band units. Rendezvous - Jon Bera Jon Beta indicated that a Rendezvous is being planned for the festival and will be held at Handke Pit. He indicated that a Rendezvous is a living history camp offering a way for people to learn the history of different time periods. Mr. Beta Heritage Festival Meeting April 23, 1996 Page 2 indicated that no food booths will be allowed in the encampment. He further indicated that the Rendezvous will be advertised in several different papers. Mr. Beta offered the opportunity to advertise the Heritage Festival at the Nicollet Mall Festival of Festivals. Deb Coverston presented the group with a sample medallion that could be made for the Festival. Discussion was held regarding the emblem and cost of the medallion. IT WAS MOVED AND SECONDED TO DESIGN A MEDALLION WITH THE ELK DESIGN OF A NEUTRAL COLOR AND TO ORDER 1,500 OF THE MEDALLIONS TO BE SOLD AT $2.00 EACH. MOTION CARRIED UNANIMOUSLY. It was indicated that fnce rings and sand would be needed at Handke Pit for the Rendezvous. It was also indicated that the driveway would have to be leveled out. Discussion was held regarding the need for more than 2 satellites at the Rendezvous area. It was also indicated that water would be needed in this area. Lynn Caswell - Funding Committee - Lynn Caswell reported that there is currently $1,170.05 in the Heritage Committee account. He indicated that fundraising plans are currently being worked on. He stated that the committee is in need of a treasurer. The committee also needs a fixed budget with requests for specific dollar amount. Lorraine Thompson will be donating a quilt for a quilt raffle. Discussion was held regarding the need for a marketing plan. NEW BUSINESS Don Heinzman indicated that Lab Video Productions has asked whether the committee is interested in having the festival video taped. The cost would be $800. Following discussion, it was decided that this would not be a profitable venture, A MOTION WAS MADE AND SECONDED NOT TO USE LAB VIDEO PRODUCTIONS TO VIDEO TAPE THE FESTIVAL. MOTION CARRIED UNANIMOUSLY. Ron Wilkes gave an update regarding the Past Images event. He indicated that Randy DeRosier is working on this program. It was decided that this event will be held at Orono Park. The event will give a historical overview of what Elk River looked like in the past compared to how it looks today. Discussion was held regarding speakers for the general program. It was decided that the speech should have a historical perspective.
