On December 15C, the City Council enacted a 6-month moratorium to allow the City, including EDA,
Planning Commission, and City Council, to complete a land use plan for the area shown on the attached
map. To complete this study, (internally named Focused Area Study (FAST), the EDA has retained the
services of Hoisington Koegler Group, Inc., which is expected to take 5 months.
The hope of the plan is to capture and leverage the interest surrounding the Northstar Commuter rail and
the City owned Gateway property while re-evaluating the land use direction in the area.
The EDA serves as the property owner for this project, although there are several meeting with the
EDA/ CC/ and PC incorporated into the planning process. These meetings are joint meetings, and are
expected to occur on the second Monday of each month, at the EDA meeting. The EDA meets at 5:30.
Once the EDA approves the contract and scope, I will forward a copy to the Commissioners.
