Dear Council Members: We have tabulated the bids received on Thursday, May 2, 1996, for the public improvements in the Hillside Crossing II development. There were a total of 12 bids submitted. Because it was petitioned by the Developer, there was no formal feasibility prepared. However, the low bid is approximately $75,000 under the Engineer's estimate. Mid-Minnesota Concrete & Excavating has not done similar type work in Elk River or other locations, for that matter. This is a new division and they have just started providing underground construction. We are familiar with the individual who is partner in the finn that will head this division, however. Peter Mechtel has approximately 25 years of sewer and water experience. In the past, he has worked for R. L. Larson Excavating, who has done similar type projects in the City of Elk River over the years. Because of their status as a new division, I have asked both Pete and his partner to meet with Rick Foster to discuss how they plan to attack the project. I have also asked for, and received, a listing of equipment and crews that will be available to work on the project, a listing of subcontractors and materials suppliers, and also a tentative schedule to indicate how they plan to complete the project. An Equal Opportunity Employer Honorable Mayor and City Council May 8, 1996 Page Two After discussing the outcome of the meeting Mid-Minnesota Concrete & Excavating had with Rick Foster and reviewing the information they supplied to us, I would recommend award to them as the lowest responsible bidder. Attached is a resolution for the City Council' s consideration that will accept the bid and authorize the execution of the contract. If you have any questions regarding this, I will be in attendance at your May 13th City Council meeting. Sincerely, MSA, CONSULTING ENGINEERS TJM:tw Attachment 297-0802.may RESOLUTION 96 - A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION ACCEPTING BID AND AUTHORIZING EXECUTION OF CONTRACT IN THE MATTER OF THE HILLSIDE CROSSING II IMPROVEMENT OF 1996 pursuant to Resolution 96-18, competitive bids were solicited and received for the Hillside Crossing II improvement as set forth in the bid tabulation attached hereto and incorporated herein by this reference; and the City Council has considered the amount of the bids and the responsibility of the bidders and determined that Mid-Minnesota Concrete and Excavating, Inc., is the lowest responsible bidder; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota: The Mayor and City Administrator are authorized and directed to execute, on behalf of the City, such contract with Mid-Minnesota Concrete and Excavating, Inc., as is approved by the City Attorney for the completion of the Hillside Crossing II improvement according to the approved plans and specifications designated in Resolution 96-18. The City Administrator is authorized and directed to forthwith return to all bidders the deposits made with their bids upon execution of the contract above specified.
