The proposed extension of 193`d Ave. by the City appears to be moving forward. The City has
agreed to pay for the trunk water main under 193`d Ave. per the request in my June 16, 2008
memo which is attached. The Elk River Municipal Utilities will be required to spend another
approximate $120,000 for 1200' of 12" water line to tie this trunk water line into the water
system to the east.
Staff recommends authorization is given to proceed with our phase of the work. The Twin Lakes
Estates developer is in the process of completing the loop on 190th Ave. & Quincy St. This
developer is giving us a price to install a 12" tee and run a 12" line to the east edge of Co. Rd.

At the June 10, 2008 Elk River Municipal Utilities Commission meeting, we discussed the trunk
water line under the 193`d Avenue road extension. Unknown to me, this item was also discussed
at the June 2, 2008 -City Council meeting.
In review, the trunk water system for eastern Elk River (north of 175th Ave., east of Co. Rd. 13),
the 193`d Avenue trunk water main will be the last trunk water main necessary to serve this area.
As the Elk River Municipal Utilities adds wells to this area, we will be tying the wells and
associated mains to the trunk system. As the City expands, the urban service district southeast
along Hwy 10, obviously more trunk water mains will be required and funded with additional
trunk assessments.
As was stated at our Elk River Municipal Utilities Commission meeting, a good compromise
would be for the City to pay for the trunk water main expansion under 193 `d Avenue at an
approximate cost of $250,000 and the Elk River Municipal Utilities would pay to tie the system
together on the east end (east of Co. Rd. 13) at an approximate cost of $100,000.
It is also my understanding, you will be tapping this 193`d Avenue trunk water line for irrigating
the medians on the roadway.
