Last week, Mike Kedrowski, who lives on Dodge Street directly across from the new
Perkins, came to City Hall to meet with Steve Ach and me. Mr. Kedrowski had a number
of issues he wanted to discuss regarding the Elk Hills Drive/Dodge Improvement Project.
They were as follows:
Mr. Kedrowski presented the attached estimate for replacing the sidewalk by his
front door. As you recall, last fall the Kedrowskis raised the issue that with the
placement of the new driveway to their garage, they felt that water would be
trapped on the sidewalk adjacent to their driveway which accesses their front door.
City Council gave them direction to seek a quote for this work and present it back
to the City. Last fall, the Kedrowskis had problems getting contractors to quote
on this work because it was late in the season. Mr. Kedrowski has now received
a quote in the amount of $450 from a person in Big Lake.
Mr. Kedrowski wanted to reconfirm what was discussed last fall regarding his
driveway. Last fall, we indicated to him that the quality of the bituminous paving
was not up to standards and would be redone. However, we suggested that, due
to the lateness of the season, the repaving of the driveway be held off until the
spring. We confirmed to Mr. Kedrowski that this is correct and that his entire
bituminous driveway will be replaced this spring.
Mr. Kedrowski indicated that, with the realignment of his driveway, he
experienced large snowbanks on the north side of the driveway. He indicated that
this has never happened before. He asked that an area of his yard approximately
five feet wide adjacent to the north side of the driveway be graded to one foot
lower. He felt that this would prevent the snow from drifting in the driveway. If
the City Council wants us to have this done, it would be extra work that the
Contractor would have to be paid for.

Mr. Kedrowski was interested in knowing when the Contractor would finish up the
work. I indicated to him that once road restrictions were lifted, I felt the
Contractor would immediately mobilize to the site and finish the landscaping work
and paving of his driveway.
Mr. Kedrowski wanted to discuss his desire to hook up to City sewer and water.
He indicated that he has contacted a contractor to perform this work in June;
however, he is concerned about the SAC and WAC charges. The total of $2,300
for SAC/WAC would be a financial burden to the Kedrowskis. He would like to
discuss the waiving of these fees or, at a minimum, some kind of payment plan that
would make it less of a financial burden. I indicated to Mr. Kedrowski that, to the
best of my knowledge, the City has never waived these fees but may be agreeable
to working out some kind of payment plan. I indicated this is a topic that would
have to be discussed directly with the City Council.
The last thing that Mr. Kedrowski wanted to discuss was the placement of some
trees to minimize the impact of lights shining on his home or in his windows.
Steve Ach indicated he would have a discussion with the developer of Perkins
within the next couple of days. One of the conditions placed on Perkins at the time
of their approval was that the landscaping be reviewed in the spring of 1996 and
planting materials be strategically placed to minimize any impact that the restaurant
causes on the adjacent properties.
Steve and I indicated to Mr. Kedrowski that we would attempt to have him placed on the
May 20th City Council meeting agenda so he could discuss these issues directly with the
City Council. Please let me know if this is possible, and I will relay the information to
Mr. Kedrowski regarding the time that he should appear.
