SUBJECT: Request for Purchase of Portion of EDA Land Located on
County Road I

Issue
Over the past several months, staff has been in discussions with representatives of Abiding
Savior Lutheran Church, who had expressed interest in purchasing or an exchange of land
between their church and the EDA property as shown on the aerial attachment. Several
weeks ago, the church's board met and has elected to discontinue any further negotiations.
However, the Ciry's Parks and Recreation Commission has expressed an interest in securing
this property from the EDA, and is of the opinion that it is valuable as passive open space
and a future pedestrian trail development, as highlighted on the attachment It would be
The Commission's intent to secure the property and place a trail development line item in
the 2008 Parks Capital Improvement Budget, with abuild-out potentially in 3-4 years, as
funds become available.
Recommendation
Staff recommends that the Economic Development Authority initiate the transfer of the
subject property to the Ciry for park purposes.
