SUBJECT: Special Meeting on May 23, 1996 for
Riverfront Pathway Proposal
The Housing and Redevelopment Authority has called a special meeting for
May 23, 1996, at 6:00 p.m. The focus of the meeting will be a presentation on
the Riverfront Pathway by Hoisington Koegler Group, Inc.
The HRA has invited committee members from all city committees to attend
this meeting. Because all committees have been invited, the city is
requesting that special meetings be called for all committees in case there is
a quorum of members present during the presentation.
This notice is to inform you that you are invited to attend the Riverfront
Pathway Presentation by Hoisington Koegler Group, Inc. at 6:00 p.m. on
Thursday, May 23, 1996 at City Hall. If you have any questions regarding

Riverfront Pathway Proposal
At the April 3, 1996, HR~ meeting, Michael Schroeder from Hoisington
Koegler Group, Inc. (HKgi) provided the ~ with an update on the status of
the river pathway project. At this meeting it was aclmowledged that the
ISTEA funding request was rejected, and in light of this rejection, HKgi was
looking at some phasing in or downsizing of the project in order to make the
project more economically feasible. Additionally, Michael indicated that
PIKgi had revised some of the components of the project due to the
construction feasibility concerns for certain areas along the river.
At the end of the 4/3/96 HR~ discussion with Michael, it was decided to have
HKgi firm up some of the cost analysis and phasing in schemes and that a
presentation from HKgi to all interested parties should be held in the near
future. Accordingly, all individuals noted above are cordially invited to
attend the:

Attached for your review is an April 17, 1996, letter from Michael Schroeder
that further outlines some of the work that HKgi is doing on the Elk River
riverfront pathway project.

RE: Riverfront Pathway
Hoisington Koegler Group Inc.
Dear Mr. Klaers:
As we discussed at the last meeting of the Elk River I-IRA, we need to complete the schematic
design and develop refined cost estimates in order for the City to determine the most appropriate
way to proceed with the Riverfront Pathway project. That work is nearing completion, and a
meeting with the lIRA and Riverfmnt Pathway committee would be in order.
Because of other events that may preclude my presence at a meeting in late April or early May, I
would like to schedule such a meeting in the rrdddle of May (May 15 or May 22). We can provide
the HRA with information prior to that meeting ff desired.
At the meeting, I would like to have the HRA and Riverfront Pathway committee review the entire
design. The last time the project was presented to the HRA and the City Council, we learned a
great deal, and the continued input of these groups will only benefit the project. We would also
review the cost estimates, which would be broken into the following categories:
Area 'A' The area along the river which falls between Jac'kson Street and King Street
Area 'B' The "hole," or the area directly across Jackson Street from Main Street to the river
Area 'C' The area along the river east of Jackson Street
Area 'B' would be divided into two parts to provide flexibility in identifying a project that could
begin in 1996 or 1997.
This information should allow the HRA to determine a course of action that suits the community's
ability to implement an acceptable design.
