Pursuant to due call and notice thereof, the meeting of the Elk River City Council
was called to order at 5:18 p.m. by Mayor Duitsman.

COMMERCE FOR 4TH OF JULY CELEBRATION - APPROVED

INCREASE DOG IMPOUND FEE FOR FIRST TIME OFFENDERS FROM 525.00 TO
$30.00 - APPROVED

Consider Limited Appraisal Summary Report by Peter J. Patchin & Associates, Inc.
and Discuss Possible East Elk River Trunk Utility Projects
Jason Messner and Joe Mako of Peter J. Patchin and Associates, Inc. presented
the appraisal report for special benefit due fo the extension of sewer and water
trunk lines along the east Highway 10 Corridor. The representatives explained

that the result of the appraisal revealed that the market value benefit on a per
acre basis for trunk water and sewer is $6,000 per acre for residential and
industrial vacant land and $8,000 per acre for commercial vacant land. The City
Council discussed the results of the appraisal.
The Council also reviewed alternate service areas A, B, C, and D for trunk sewer
and water as provided by the City Engineer. Discussion was held regarding using
alternate C as the service area with the inclusion of Deschene's property along
County Road 13.
It was the consensus of the Council that the next step would be to hold an
informational hearing notifying those residents in Area C and also notifying the
residents in the urban service area. There was a consensus of the council to hold
the informational hearing on July 29, 1996.
Discuss Clinton COPS Universal Hirinq Grant
Authorization to Hire Police Officer
Police Chief Tom Zerwas indicated that the City received .$150,000 from the
C.O.P.S. Fast program for the hiring of two new officers. He requested Council
authorization to proceed with hiring one of the officers.
COUNCILMEMBER FARBER MOVED TO HIRE ERIC BALABON AS A POLICE OFFICER
FOR THE CITY OF ELK RIVER CONTINGENT UPON HIS SUCCESSFULLY PASSING THE
PSYCHOLOGICAL EXAMINATION, MEDICAL EXAMINATION AND BACKGROUND
CHECKS. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
The Police Chief informed the Council that funds are available through the
Minnesota COPS Fast Grant Program for hiring DARE Officers or for sustaining
existing DARE Officers. It was the consensus of the Council to authorize the Police
Chief to make application through the Minnesota COPS Fast Program for grant
monies to hire two DARE Officers.
1995 Police Department Annual Report
Police Chief Tom Zerwas presented the 1995 Police Depadment Annual Report.
Discussion was held regarding the increase in crimes in the City during the past
few years and the fact that this rate is expected to continue to increase in the
future. Discussion was held regarding the increase of juvenile crime.
Councilmember Scheel suggested implementing a warning siren to let juveniles
know that they must be home at a certain time. Investigator Tyler reviewed the
investigation division report and Sergeant Rohlf reviewed the Patrol Division
Report. Discussion was held about the Canine Program and the fact that Officer
Nierenhausen initiated the program.
Councilmember Dietz left the meeting at this time (7:20 p.m.).

COUNCILMEMBER HOLMGREN MOVED TO RECOGNIZE OFFICER RON
NIERENHAUSEN FOR HIS INVOLVEMENT IN INITIATING THE CANINE PROGRAM IN THE
CITY OF ELK RIVER. COUNCILMEMBER SCHEEL SECONDED THE MOTION. THE
MOTION CARRIED 4-0.
6. Other Business
Mayor Duitsman discussed an issue relating to the relocation of the Star News.
Mayor Duitsman also discussed the issue of Lefebvre's Trucking relocating to 171st
Avenue.
7. Other Business
There was no other business.
8. Adjournment
There being no further business, COUNCILMEMBER FARBER MOVED TO ADJOURN.
COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0.
The meeting of the Elk River was adjourned at 7:35 P.M.
