Authorization to Purchase Squad Cars for Police Department

Council approve request to purchase four (4) Ford Crown Victoria squad cars from State contract in the
amount of $99,170 including sales tax, ($24,792.52 each).
Background/Discussion
The requested purchase is part of the routine three year, (100,000 mile) squad replacement cycle as
established by the City Fleet Committee and which has been used by the police department for many
years. The requested vehicles are 2009 Ford Crown Victoria Police Interceptors which is the industry
standard and which the police department has extensive experience and success using. On January 5,
2009, the City Fleet Committee reviewed and unanimously supported the purchase of the four squads.
The requested vehicles will be purchased off of the Minnesota Fleet Contract which has been awarded to
Elk River Ford.
Financial Impact
Funds have been designated in the 2009 Equipment Replacement Fund in the amount of $132,000 which
includes vehicle purchase, old squad tear down, set up, graphics, and miscellaneous expenses associated
with squad replacement.

SUBJECT: Police Squad Purchases
On January 5, 2009, the Fleet Committee reviewed the 2009 equipment listing and has
decided to delay over $250,000 in 2009 equipment purchases until after July 1 and every
other purchase until some certainty is provided in regards to LGA. Although the equipment
replacement fund has a number of funding sources and does not directly receive LGA, the
Committee felt that it was in the best interest to delay any purchases until later in 2009
except for the police squad cars and the grooming snowmobile which was approved on
April 7, 2008.
The Committee felt due to the condition, mileage, maintenance, and time it takes from order
to receiving the cars (90 - 180 days) the cars warrant being approved at this time.
The Committee is also reviewing the potential increases to some of the purchases as a result
of expiring state contracts and new ones being awarded. Fox example, the tandem axle truck
related state contract expires on January 31, 2009 and we are getting estimates to see what
type of increases may exist in the new contract.
