Call Meeting to Order
Pursuant to due call and notice thereof, the regular meeting of the Elk River Heritage
Preservation Commission was called to order at 6:30 p.m.
2. Consider 1/S/04 agenda
MOVED BY COMMISSIONER LINDBERG AND SECONDED BY
COMMISSIONER OLSON TO APPROVE THE AGENDA WITH THE
ADDITION OF ITEM 7.5 "OTHER BUSINESS". MOTION CARRIED 4-0.
3. Consider 11/13/03 Minutes
MOVED BY COMMISSIONER OLSON AND SECONDED BY COMMISSIONER
LINDBERG TO APPROVE THE 11/13/03 MINUTES WITH THE FOLLOWING
CORRECTION: COMMISSIONER LUNDBERG BEING NOTED UNDER
MEMBERS ABSENT AND COMMISIONER NORD REMOVED FROM
UNDER MEMBERS ABSENT. MOTION CARRIED 3-0. COMMISIONER
LUNDBERG ABSTAINED.
Consider Items on Planning Commission 1/37/04 Agenda
The Commission reviewed the items on the 1/27/04 Planning Commission agenda and felt
that most of the items did not have potential conflicts with any known cultural or historic
resources with the exceptions of the Morcon Conditional Use Permit.
MOVED BY COMMISSIONER LUNDBERG AND SECONDED BY
COMMISSIONER OLSON TO RECOMMEND THE FOLLOWING
CONDITION BE PLACED ON THE CONDITIONAL USE PERMIT FOR
MORCON: "ANY ITEM OR CONDITION FOUND THAT INDICATES THE
SITE IS LIKELY TO YIELD INFORMATION IMPORTANT TO PRE-HISTORY
OR HISTORY SHALL BE REPORTED TO THE CITY IMMEDIATELY.
FURTHER, THE CITY RESERVES THE RIGHT TO STOP WORK
AUTHORIZED IN ITS APPROVAL UNTIL THE SITE IS APPROPRIATELY
INVESTIGATED AND WORK IS AUTHORIZED TO CONTINUE BY THE
CITY." MOTION CARRIED 4-0.

5. DiscuSS Or11 History Project/(,ommunity Education's Oral Histrn-y= W'orkshoo/Oral
History- of Handke School
Commissioner Magness discussed the Oral History Workshop that he will be teaching for
Community- Education. The workshop will be held on ]anuaiv 1~ and Januaiv 22. The
Commissioners were encouraged to attend and Commissioner hragness was encourage to
find potential recruits to help with the HPC's oral history project at the workshop.
6. Historic Designation
The Commission discussed apph~ing for a state grant in 2004 to surve5r the homes in the
older areas of Elk River. The survey would aid in identifying neighborhood with the
potential for designation in a historic district. The Commission felt the survey would also tie
into the cin~'s Comprehensive plan.
Discuss Literature Search and Archaeological Modeling Grant
Stephen Rohlf gave the group an update on this project.
7.5 Other Business
Commissioner Houlton's resignation was discussed.
8. Discuss Items to be on the February 12~~ Aaenda.
The Commission decided to place the followuig items on thee- 2/12/04 agenda: hosting a
Preservation Week event (May 3 to May 8), oral history training by Commissioner hsagness
and election for HPC Chair and Vice-chair.
