SUBJECT: Items on the March 23, 2004 Planning Commission Agenda
Attached to this memo is the March 23rd Planning Commission agenda and a map
showing the locations of the requests. The following is a summary of the agenda items
and their potential to conflict with any known cultural, historical or archaeological
resources:
5.1 -Jeffery Roehl -Zone Change (ZC 04-03) - No issues.
5.2 - "Pullman Place"- Senior Housing (CU 04-OS) -This project is part of the plat of
Elk River Station. Although the property involved was disturbed during the plat grading,
staff recommends the standard condition listed in this memo apply to this request in case
something of archaeological significance is uncovered during the excavation for the
foundations of the buildings.
5.3 -Menards -Land Use Map amendment (LU 04-01) - No issues.
5.4 -Menards -Zone Change (ZC 04-02) - No issues.
5.5 -Menards -Expansion (CU 04-01) -There are no known cultural or archaeological
sites identified on a near the property involved in this request and the site has been
previous disturbed. However, a new building is being proposed and staff recommends
the standard condition listed in this memo be placed on this approval to cover the
additional excavation.
5.6 -Menards -Preliminary Plat (P 04-03) -This is a plat associated with the previous
Menards issues.
5.7 -City of Elk River -Land Use Map Amendment - (LU 04-OZ) - No issues.
Standard Condition:
"Any item or condition found that indicates the site is likely to yield information
important to pre-history or history shall be reported to the city immediately.
Further, the city reserves the right to stop work authorized in its approval until the
site is appropriately investigated and work is authorized to continue by the city."

The Planning Commission is an advisory body to the City Council. One of the Commission's functions is to hold public hearings and
make recommendations to the City Council. The City Council makes all final decisions on these matters. Elk River City Ordinances
require that certain documents and information be included in applications. The Planning Commission may postpone consideration
of an application that is incomplete and may, for other reasons, postpone final action on an application. For each item the
Commission will receive reports prepared by the City staff, open the hearing to the public, and discuss and act upon the application.
Those present are asked to turn off all cell phones and pagers.
