02-12-2004 HPC MIN MEETING OF THE ELK RIVER HERITAGE PRESERVATION COMMISSION HELD AT THE ELK RIVER CITY HALL THURSDAY, FEBRUARY 12, 2004 Members Present: Jeff Gongoll, Cliff Lundberg, Cindy Olson, Pat Dwyer, Lance Lindberg and Kurt Kragness, Bud Houlton Members Absent: None Staff Present: Stephen Rohlf & Rebecca Haug Others Present: Jared Lee Call Meeting to Order Pursuant to due call and notice thereof, the regular meeting of the Elk River Heritage Preservation Commission was called to order at 6:40 p.m. 2. Consider 2/12/04 Agenda MOVED BY COMMISSIONER GONGOLL AND SECONDED BY COMMISSIONER OI.SON TO APPROVE THE AGENDA WITH THE ADDITION OF ITEM 7.5 "RE-ELECTIONS". r~OTiON CARRIED 6-i. COMMISSIONER LUNDBERG OPPOSED THE RE-ELECTIONS. 3. Consider 1/8/04 Minutes MOVED BY COMMISSIONER GONGOLL AND SECONDED BY COMMISSIONER DWYER TO APPROVE THE 1/8/04 MINUTES. MOTION CARRIED 7-0. 4. Consider Items on Planning Commission ~/~4/04 Agenda The Commission reviewed the items on the ?/24/04 Planning Commission agenda and felt that most of the items did not have potential conflicts with any known cultural or historic resources. MOVED BY COMMISSIONER HOULTON AND SECONDED BY COMMISSIONER LINDBERG TO RECOMMEND THE FOLLOWING CONDITION BE PLACED ON THE PLANNING ITEMS: "ANY ITEM OR CONDITION FOUND THAT INDICATES THE SITE IS LIKELY TO YIELD INFORMATION IMPORTANT TO PRE-HISTORY OR HISTORY SHALL BE REPORTED TO THE CITY IMMEDIATELY. FURTHER, THE CITY RESERVES THE RIGHT TO STOP WORK AUTHORIZED IN ITS APPROVAL UNTIL THE SITE IS APPROPRIATELY INVESTIGATED AND WORK IS AUTHORIZED TO CONTINUE BY THE CITY." Discuss Literature Search and Archaeolo<>ical hlodelin~ Grant Commissioner Kragness informed the group that Dr. Rothaus and Jason Haug had been working at the Sherburne Countv Historical Society, compiling information for the report. The Camp Cozy area should also be studied. Discuss ?004 SHPO Grant Possibilities Stephen Rohlf informed the group that the he had spokenwith Scott Alfinson, SHPO about the direction the group should take in ?004. It was decided that continuing on the Literature Search and Archeological Modeling with St. Cloud State University is the best direction to go. City staff filled out the grant application and submitted it. MOVED BY COMMISSIONER LUNDBERG AND SECONDED BY COMMISSIONER LINDBERG TO APPROVE THE 2004 SHPO GRANT. MOTION CARRIED 7-0. Discuss hosting a Preservation Week Event. The group discussed hosting a Preservation ~X~eek from May 3 to May 8. Dr. Rothaus would be willing to come in and talk. It was suggested that a press release be placed in the paper. It was also discussed that people be asked to bring in old photographs of the downtown area and possibly bring in experts to inform people of what their stone tools and/or antiques are worth. %a. Election of Officers MOVED BY COMMISSIONER DWYER AND SECONDED BY COMMISSIONER GONGOLL TO NOMINATE COMMISSIONER OLSON FOR THE 2004 HPC CHAIR POSITION. MOTION CARRIED 7-0. 8. March 11 Agenda The Commission decided to place the following items on the 3/11/04 agenda: hosting a Preservation Week event, Literature Search and Archaeological Modeling Grant, Planning Commission Update, February minutes and a Treasurer's Report.
