1. Call Meeting to Order
Pursuant to due call and notice thereof, the regular meeting of the Elk River Heritage
Preservation Commission was called to order at 6:15 p.m.
2. Consider 3 / 11 /04 Agenda
MOVED BY COMMISSIONER GONGOLL AND SECONDED BY
COMMISSIONER DWYER TO APPROVE THE AGENDA WITH THE
ADDITION OF ITEM 9.5 "ELK HIGH STADIUM". MOTION CARRIED 4-0.
3. Consider 2/12/04 Minutes
MOVED BY COMMISSIONER LUNDBERG AND SECONDED BY
COMMISSIONER DWYER TO APPROVE THE 2/12/04 MINUTES. MOTION
CARRIED 4-0.
4. Consider Items on Planning Commission 3/23/04 Agenda
The Commission reviewed the items on the 3/23/04 Planning Commission agenda and felt
that most of the items did not have potential conflicts with any known cultural or historic
resources.
MOVED BY COMMISSIONER LUNDBERG AND SECONDED BY
COMMISSIONER GONGOLL TO RECOMMEND THE FOLLOWING
CONDITION BE PLACED ON THE PLANNING ITEMS: "ANY ITEM OR
CONDITION FOUND THAT INDICATES THE SITE IS LIKELY TO YIELD
INFORMATION IMPORTANT TO PRE-HISTORY OR HISTORY SHALL BE
REPORTED TO THE CITY IMMEDIATELY. FURTHER, THE CITY
RESERVES THE RIGHT TO STOP WORK AUTHORIZED IN ITS APPROVAL
UNTIL THE SITE IS APPROPRIATELY INVESTIGATED AND WORK IS
AUTHORIZED TO CONTINUE BY THE CITY." MOTION CARRIED 4-0.

5. Budget Report
The HPC has a budget of $6,000. $1,000 has been set aside for Preservation Day and
conferences. The remaining $5,000 was used for matching funds for the 2004 SHPO Grant.
6. Discuss Literature Search and Archaeological Modeling Grant
Bobbie informed the committee that Jason Haug has been in approximately three times a
week and is in the final phase of finishing up the literature search. Dr. Rothaus has made
some maps and is also close to having them completed. The second part of May, Dr.
Rothaus plans to be in the field starting test pits.
Update on 2004 SHPO Grant
No updates as to whether the grant has been approved.
Discuss Preservation Week Event. (May 3 to MaL)
Rebecca and Bobbie Scott, archaeologist from SCHS, met and discussed having Preservation
Day on May 8 from 9:00 a.m to 12:00 p.m. to be held at Lion's Park Center. Some of the
activities to be conducted during this time include Dr. Rothaus speaking about the literature
search and obtaining more information from residents, possibly having Dale Cannon, a local
flint knapper have demonstrations for children, putting up displays in downtown businesses
of then and now photos, and having Paige Rothaus conduct kid oriented archaeological
activities. The discussion of charging a minimal fee has been brought up. Bobbie has been
working with Community Education to have this event placed in their directory. Some
other areas where the event may be advertised include the City newsletter, Star News,
Chamber of Commerce Read Board, City and MHS websites, banners along Highway 10
(similar to those used for the Art and Craft Show), flyers and displays. It was decided that
Commissioner Dwyer and Commissioner Olson along with Steve would meet on March 15
at 10:00 a.m. to go and look at photographs available at SCHS to make displays for
downtown businesses.
9. Apri122 Volunteer Recognition Dinner
Volunteer Recognition Dinner has been scheduled for Apri122. Invitations will be sent out.
9a. Elk High Stadium
Steve informed the committee that Elk High Stadium has been nominated for the National
Register of Historic Places. The nomination will be March 30 at 7:00 p.m. at the Minnesota
Historical Society. It was decided that Commissioner Olson would write a letter to the
Rotary showing appreciation for the hard work they have done to make this happen.
Commissioner Kragness will write something for the paper.
9b. National Alliance Preservation Commission (NAPC~
Steve informed the Committee that the NAPC sent out an application to become a member.
The cost for the City's HPC would be $125. According to Commissioner Kragness, it would
not be worth it.

The main item of discussion for April is Preservation \~eek.

There being no further business, the meeting of the Elk River HPC was adjourned at 7:10
p.m.
