SUBJECT: Items on the April 27, 2004 Planning Commission Agenda
Attached to this memo is the April 27th Planning Commission agenda and a map showing
the locations of the requests. The following is a summary of the agenda items and their
potential to conflict with any known cultural, historical or archaeological resources:
5.1 - Pete's Mini Storage -Zone Change (ZC 04-04) - No issue with just the rezoning.
5.2 - Pete's Mini storage - (CU 04-06) -This request is for the construction of additional
buildings, which will include excavation. Staff recommends the standard condition
listed below is placed on this request.
5.3 -Joseph Brandenburg - (CU 04-07) - As part of this home occupation the
construction of an additional garage is proposed. The location of the request, the plat of
The Best Point on Lake Orono, may have the potential for archaeological artifacts. Staff
recommends the standard condition listed below is placed on this request.
5.4 -Olson General Contractors - (CU 04-08) -This request includes the construction of
anew building. Staff recommends the standard condition listed below is placed on
this request.
5.5 -Vision Enterprises - (CU 04-09) -This request includes the expansion of an
existing building. Staff recommends the standard condition listed below is placed on
this request.
5.6 -North Memorial Medical Center (CU 04-10) -This is a request for additional
signage. No issues.
5.7 - 5.9 -Plat of Trout Brook Farms - (P 04-08) -This request will obviously involve a
great deal of excavation. Staff recommends the standard condition listed below is
placed on this request.
5.10 -Northern Auto Service - (CU 04-12) This request is to allow auto sales at an
existing facility. No issues.
Standard Condition:
"Any item or condition found that indicates the site is likely to yield information
important to pre-history or history shall be reported to the city immediately.
Further, the city reserves the right to stop work authorized in its approval until the
site is appropriately investigated and work is authorized to continue by the city."

The Planning Commission is an advisory body to the City Council. One of the Commission's functions is to hold public hearings and
make recommendations to the City Council. The City Council makes all final decisions on these matters. Elk River City Ordinances
require that cettain documents and information be included in applications. The Planning Commission may postpone consideration
of an application that is incomplete and may, for other reasons, postpone final action on an application. For each item the
Commission will receive reports prepared by the City staff, open the hearing to the public, and discuss and act upon the application.
Those present are asked to turn off all cell phones and pagers.
