HERITAGE PRESERVATION COMMISSION
HELD AT THE ELK RIVER CITY HALL

Members Present: Cliff Lundberg, Cindy Olson, Pat Dwyer, Linde Pouti, Jeff Gongoll (arrived
at 6:25 p.m.), & Kurt Kragness (arrived at 6:30 p.m.)
Members Absent: Lance Lindberg & Bud Houlton

1. Call Meeting to Order
Pursuant to due call and notice thereof, the regular meeting of the Elk River Heritage
Preservation Commission was called to order at 6:16 p.m.
2. Consider 6/10/04 Agenda
MOVED BY COMMISSIONER LUNDBERG AND SECONDED BY
COMMISSIONER DWYER TO APPROVE THE AGENDA WITH THE
ADDITION OF ITEM 10.5 "BUDGET". MOTION CARRIED 4-0.
3. Consider 3/11/04 Minutes
MOVED BY COMMISSIONER LUNDBERG AND SECONDED BY
COMMISSIONER DWYER TO APPROVE THE 3/11/04 MINUTES. MOTION
CARRIED 4-0.
4. Consider Items on Planning Commission 6/22/04 Agenda
The Commission reviewed the items on the 6/22/04 Planning Commission Agenda and felt
that most of the items did not have potential conflicts with any known cultural or historic
resources.
MOVED BY COMMISSIONER LUNDBERG AND SECONDED BY
COMMISSIONER DWYER TO RECOMMEND THE FOLLOWING
CONDITION BE PLACED ON THE PLANNING ITEMS: "ANY ITEM OR
CONDITION FOUND THAT INDICATES THE SITE IS LIKELY TO YIELD
INFORMATION IMPORTANT TO PRE-HISTORY OR HISTORY SHALL BE
REPORTED TO THE CITY IMMEDIATELY. FURTHER, THE CITY
RESERVES THE RIGHT TO STOP WORK AUTHORIZED IN ITS APPROVAL
UNTIL THE SITE IS APPROPRIATELY INVESTIGATED AND WORK IS
AUTHORIZED TO CONTINUE BY THE CITY." MOTION CARRIED 4-0.
5. Update on Literature Search and Archaeological Modeling Grant
The first half of the project (Literature Search and Archaeological Modeling) has been

completed and each member received a copy of the report. Dr. Richard Rothaus presented
the report to the City Council on June 7, 2004. This project will be featured at the
Preservation Conference in St. Cloud on September 23 & 24, 2004. There will also be an
article in the magazine "Minnesota Archaeology".
The second part of the project has begun and many items have been recovered on the
surface at the Houlton property.

6. Ut~date on 2004 SHPO Grant
The grant has been approved. HPC Chair Cindy Olson signed the Agreement.
Discuss May 8 "Archaeolog~~ Dam
According to Commissioner Olson: "It was a blast!" Commissioner Pouti suggested that
next year the schools be informed and possibly discuss it with teachers to be a requirement
to attend. It was also suggested that it should be hosted at a more visible location.
Commissioner Olson will write thank you letters to First National Bank and GRE Printing
for the photos that were displayed at downtown businesses the week of the event.
8. Discuss Establishing Local Historic Districts
Commissioner Kragness provided the Committee with information on establishing a local
historic district. It was suggested that this be brought up with Michele McPherson, Director
of Planning.
Discuss HPC Attendance at Historic Preservation Conference in St. Cloud on September 23
and 24; 2004
Steve informed the Committee that it is important for all to attend the Conference since Elk
River's project will be highlighted.
10. Discuss Arrow Building Center Redevelopment Conceit
Steve informed the Committee that this project has been withdrawn.
11. Budget Report
The HPC discussed the budget and decided to increase the amount of money for
subscriptions to $700 for a total of $9,700.

COMMISSIONER DWYER TO APPROVE THE BUDGET. MOTION CARRIED
6-0.
12. Discuss City of Elk River's 2004 Oxcart Membership in Sherburne County Historical Society
The Committee discussed whether or not to continue this membership and it was decided
that they would. This is the highest level of support to the Sherburne County Historical
Society for on-going operations.

13. 19th Annual MN Preservation Awards
It was discussed that the Committee should nominate Handke Stadium and the City of Elk
River Rotary for this award.
MOVED BY COMMISSIONER GONGOLL AND SECONDED BY
COMMISSIONER KRAGNESS TO NOMINATE HANDKE STADIUM AND THE
CITY OF ELK RIVER ROTARY FOR THE MN PRESERVATION AWARD.
MOTION CARRIED 6-0.
14. Adjournment
There being no further business, the meeting of the Elk River HPC was adjourned at 8:00
p.m. Next meeting was set for September 9, 2004.
