4.0 HPSR 06-09-2005CITY OF ELK RIVER PLANNING COMMISSION REGULAR MEETING AGENDA Tuesday, June 28, 2005 6:30 p.m. Elk River City Hall The Planning Commission is an advisory body to the City Council. One of the Commission's functions is to hold public hearings and make recommendations to the City Council. The City Council makes all final decisions on these matters. Elk River City Ordinances require that certain documents and information be included in applications. The Planning Commission may postpone consideration of an application that is incomplete and may, for other reasons, postpone final action on an application. For each item the Commission will receive reports prepared by the City staff, open the hearing to the public, and discuss and act upon the application. The City's recent Archaeological Modeling and the State Historical Society Office's (SHPO) list of known archaeological sites were referenced in regards to the items on the Planning Commission's Agenda. The following is a summary of the agenda items and their potential to conflict with any known cultural, historical or archaeological resources: 5.1 -Conditional Use Permit for a Sign for Taco Johns - (CU 05-10) -Although there are no known SHPO sites on the affected property, the city's archaeological model shows the area as high to very high potential for archaeological site. In addition, the site is just south of SHPO site 21SHaj. -Staff recommends the standard condition listed below is placed on this request. 5.2 -Land Use Amendment for Zylstra Harley Davison - (LU OS-02) -None issue. 5.3 -Zone change for Zylstra Harley Davison - (ZC 05-02) -None issue. 5.4 -Conditional Use Permit for Solid Rock Church for Outside Storage - (CU 05-11) - None issue. 5.5 -Conditional Use Permit for Elk River Public Works to construct to construct a cold storage facility- (CU OS-07). There are no known SHPO sites on the affected property and the city's archaeological model shows the area as low potential for archaeological site, but excavation will be involved. -Staff recommends the standard condition listed below is placed on this request. 5.6 -Zone Change by the City of Elk River - (ZC OS-OS) -None issue. Standard Condition: "Any item or condition found that indicates the site is likely to yield information important to prehistory or history shall be reported to the city immediately. Further, the city reserves the right to stop work authorized in its approval until the site is appropriately investigated and work is authorized to continue by the city."
