12-08-2005 HPC MINMEETING OF THE ELK RIVER HERITAGE PRESERVATION COMMIS510N HELD AT THE ELK RIVER CITY HALL THURSDAY December 8th, 2005 Members Present: Lance Lindberg, Kurt Kragness, Cliff Lundberg, Pat Dwyer, Jeff Gongoll Members Absent: Matt Christiansen and Molly Nadeau Staff Present: Rebecca Haug and Mara Anderson Call Meeting to Order E]k River Heritage Preservation Commission was called to order at 6:10 p.m 2. Consider HPC Agenda Commissioner Kragness stated that he would not be presenting and therefore the Commission should disregard agenda item #6. MOVED BY COMMISSIONER GONGOLL AND SECONDED BY COMMISSIONER DWYER TO APPROVE THE AGENDA WITHOUT #6. MOTION CARRIED 5-0. 3. Consider 8/11/05 HPC Minutes MOVED BY COMMISSIONER KRAGNESS AND SECONDED BY COMMISSIONER GONGOLL TO CONCUR WITH AUGUST 11, 2005 NIINUTES. MOTION CARRIED 5-0. 4. Consider Items on Planning Commission 12/13/05 Agenda MOVED BY COMMISSIONER LUNDBERG AND SECONDED BY COMMISSIONER GONGOLL TO ADD STAFF'S RECOMMENDATIONS FOR PLANNING COMMISSION AGENDA. MOTION CARRIED 5-0. 5. Consider Minutes from All Commissions Meeting MOVED BY COMMISSIONER GONGOLL AND SECONDED BY COMMISSIONER LUNDBERG TO ACCEPT MINUTES FROM JOINT MEETING. MOTION CARRIED 5-0. 6. Disregard 7. 2006 Goals Commissioners agreed that Otal Interviews are a priority for the year. An action plan includes recruiting volunteers to conduct interviews, identifying available audio equipment, and key individuals to be interviewed. Commissioner Dwyer said the Bank of Elk River has Heritage Preservation Commission January 8, 200A Page 2 a tape recorder it would be willing to check out. He also said he would contact Joni Astrup at the Star News with a short article or advertisement soliciting volunteers to either interview or be interviewed Commissioner Kragness said that once responses are gauged, a workshop on effective interviewing technique might be held. Transcribing the interviews, once completed, would provide a permanent historic record to be used for education and historic preservation of the city's cultural resources. A Cultural Resource Inventory of the city would assist in identifying and protecting valued areas, uses, buildings, etc. from redevelopment Keep close watch on North of Hwy 10 Redevelopment to avoid cultural loses specifically in single family housing stock. Applying for another CLG Grant to conduct a second Archaeological Dig is a goal based on the popularity of the 2005 summer event. 8. Discuss 2006 CLG Grant MOVED BY COMMISSIONER DWYER TO MATCH FUNDS IN THE AMOUNT OF $5,000 FOR 2006 CLG GRANT, SECONDED BY COMMISSIONER KRAGNESS. MOTION CARRIED 5-0. 9. North of HWY 10 Redevelopment Plan Form Based Zoning is a style of planning that is based on what stakeholders want the space to look like, feel like, and function as. There is diversity in land uses often mixed residential and~commercial based on what the community wants. Pedestrian access and scale are considered high priority with Form Based Zoning. Commissioner Lindberg informed the commission of an educational presentation on Form Based Zoning to be held in January and encouraged all commissioners to attend. This approach to planning and developing may serve as a tool for the HPC to conserve Elk River's heritage. 10. Other Business Commissioner Lundberg donated literature to HPC. Historic Preservation in Minnesota: ~e atory Framework and Development & Tax Incentives produced by MN State Bar Association Continuing Legal Education published Julp 2005. Commissioner Kragness distributed Donald Rypkema's presentation as he delivered it at Historic Preservation Conference in Duluth. He encouraged HPC to purchase Rypkema's book A Community Guide to Economics of Historic Preservation. 11. Schedule Next HPC Meeting and Identify Agenda Items The next scheduled meeting is to be held February 9, 2006. Agenda items include Oral Histories, CLG Grant 2006, Joint Meeting, N. of HWY 10 Redevelopment Presentation by Cathy or Heidi, Cultural Resource Inventory, and New Member Discussion. 12.
