05-22-2007 HPC MINMEETING OF THE ELK RIVER HERITAGE PRESERVATION COMMISSION HELD AT THE ELK RIVER CITY HALL Tuesday, May 22, 2007 Members Present: Chair Lance Lindberg, Jeff Gongoll, Kristin Harris, Molly Nadeau-Peterson and Councilman Larry Farber Members Absent: Matt Christiaansen, Steve Rohlf, and Kurt Kragness Staff Present: Rebecca Haug Call Meeting to Order Elk River Heritage Preservation Commission was called to order at 5:40 p.m. 2. Consider May 222007 HPC Agenda Agenda was amended to add February 13 meeting minute's approval, the Preserve MN conference, the National Preservation Conference and the resignation of Commissioner Gongoll. MOTION BY COMMISSIONER GONGOLL AND SECONDED BY COMMISSIONER HARRIS TO APPROVE THE AGENDA AS AMENDED. ALL IN FAVOR. MOTION CARRIED. 3. Consider Agril 3, 2007 HPC Minutes There was discussion about the minutes and it was decided that they would be brought back to the next meeting with revisions. It was decided that the meetings will be taped. 4. Downtown Redevelopment Task Force Update Chair Lindberg updated the HPC regarding the Task Force meeting where Michael Koop and Bonnie McDonald spoke about Historic Preservation and he presented the HPC priorities/polity recommendations at the meeting. He also discussed the proposed timeline for the task force with the hope of being complete with the plan in November. The Commissions will have a chance to review and comment on the plan in July or August and the City Council will see it in the November with public meetings in October. Historic Neighborhood Discussion It was decided that staff will look at three (3) communities with historic neighborhood overlay districts and bring back recommendations to the HPC. Staff and Chair Lindberg discussed working in conjunction with the Task Force on this. Staff will discuss this with Task Force Project Leaders. 6. Archaeological Dig The Archaeological Dig will be held the week-ends of July 20-22 and July 26-28 with July 29 being anon-public day for the archaeologists to wrap things up. It was suggest that the staff solicit the vendors from the Taste of Elk River and Chair Lindberg will sign the donation letters. Heritage Preservation Commission May 22, 2007 Page 2 Other a. February 13 minutes -Chair Lindberg will provide staff with changes so the minutes can be approved. b. Preserve NIlV Workshop, June 12 -Chair Lindberg expressed interest in attending c. National Preservation Conference, October 2-6, 2007 -Commissioner Nadeau, Lindberg and Harris expressed interest in attending, however, none can attend the full conference. d. Commissioner Gongoll resignation -Commissioner Gongoll resigned from the HPC as he has been appointed to the Sherburne County Historical Society Board. Staff will give his letter of resignation to the City Clerk to start the process of having another person appointed to the HPC. 8. Schedule next HPC meeting and Identify Agenda Items The next regularly scheduled meeting for the Heritage Preservation Commission will be held on Tuesday, June 26, 2007 at 5:30 p.m. The items to be discussed include the minutes, Downtown Redevelopment Task Force Update, Planning Commission items (if there are any), and the Archaeological Dig. 9. Adiournment Commissioner Lindberg adjourned the meeting at 7:10 p.m.
